Accelerated PM is searching for an experienced Senior Cost Manager – Utilities/Energy for a client in the Energy sector. As a Senior Cost Manager, you are responsible for developing and managing all aspects of cost-related project controls to support our client’s portfolio. You will be working closely with Scheduling, Project Management, Operations, Finance and Procurement groups. You must also be highly detail-oriented and organized with excellent analytic and problem-solving abilities.

Location/Travel:

This is a hybrid role based in Virginia Beach, VA. Onsite work is required Mon, Tue, Wed & Thu with Friday being a remote day.

Duties and Responsibilities:
  • Manage prequalification of vendors, assessing proposals, bids, and bid-levelling documents, making final recommendations to the client, attending bid interviews, and managing appointment processes.
  • Lead cost estimating activities throughout the project lifecycle by developing project estimates (relating to construction, fees, direct work and other costs), presenting estimates to Client, preparing value engineering recommendations and risk assessments, meeting with vendors to review, validate, and challenge costs, and reviewing estimates by utilizing benchmark data collected from other projects.
  • Lead cost reporting by establishing reporting schedules, preparing and presenting cost reports and forecasts, monitoring project budgets and spend forecasts, maintaining the commercial risk register, and facilitating periodic cost reviews with project teams and vendors.
  • Review payment application assessments, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors, and using dispute prevention/management/resolution procedures to manage payment requisitions, change orders, and contractual disputes.
  • Manage and monitor the invoicing process.
  • Lead final account reconciliation, post-contract audits, and contract closeout.
  • Document lessons learned and support development of cost-management standards, tools, and training materials.
  • Perform all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
Minimum Required

Education and Experience:
  • Minimum 8 years of relevant experience working in a cost management role in the construction industry.
  • Experience working in construction cost management roles such as Estimating, Cost Engineer, Project Engineer, Project Cost Controls, etc.
  • Demonstrated ability to succeed in a client-facing role.
  • Experience supporting program level cost management for medium to large-scale construction projects.
  • Strong knowledge of construction industry practices, including procurement strategies, value management, and value engineering.
  • Proficiency with industry-standard estimating and cost-management tools.
Beneficial/

Preferred Qualifications:
  • Experience with utility capital projects >$50M.
  • Familiarity with FERC, PSC, or other utility regulatory frameworks.
  • Knowledge of earned value management and cost risk analysis methodologies.
  • Direct natural gas/utility experience.
  • Professional certification (e.g., CCP, CEP, or PMP).
  • Salary: $140k - 155k (based on experience)
