Position summary: Responsible for managing assigned Transportation Construction Projects in the Hampton Roads Region and the Eastern Shore of Virginia.
Compensation for this position is $47.00 - $60.00 per hour, commensurate with experience, education and certifications. The provided range is a good faith estimate based on the requirements described within the job description. Essential Functions and Responsibilities
- Manage highway construction and inspection activities on all phases of projects to ensure quality in accordance with plans and specifications and provide a quality transportation system for the traveling public
- Manage the assigned elements of a construction project to assure the Contractor's compliance with the plans and contract documents, manage project personnel, inspection, materials quality control and quality assurance testing, project documentation, project budget and schedule, and contract administration
- Provides consultation, investigations, evaluations, and written documentation
- Analyzes and interprets project plans, contract language, and specifications to ensure project constructability
- Reviews project documentation and records for compliance with contract requirements and directs changes/corrections when needed
- Make recommendations to Client for partial and final contractor payments
- Monitors project budgets/schedules and recommends adjustments to the Client
- Supervises and manages project inspection staff to include reviewing work products of others for compliance with contract requirements
- Conducts pre-construction conference, utility coordination meetings, construction progress meetings, and other types of conferences and meetings
- Writes project management correspondence and reviews recommendations made by project staff
- Recommend resolution of field construction problems to Client and EOR
- Prepares/Reviews work orders and perform analysis including entitlement, scope of work, and recommendations on independent detailed construction estimates and schedule impacts
- Coordinates with the project design group, materials, environmental, traffic engineering, right of way, the public, and all other parties necessary to meet contract schedules and requirements
- Responsible for project QA/QC for assigned projects
- Maintains and builds client relationships
- Assist with preparing technical and price proposals
- Lead and manage inspection team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of team
Nonessential Functions and Responsibilities
- Assists design disciplines with constructability questions/issues
- Perform other related duties as assigned
- Computer proficiency
- Active driver’s license and reliable motor vehicle
- Must successfully complete and pass JMT's Motor Vehicle screening
- High school diploma or equivalent
- 8+ years of experience working in the CM/CI or engineering field, including 2 years of Construction Management experience
- CMIT or CACM certification, or ability to obtain CMIT/CACM within 12 months of hiring date
- VDOT Inspector Certifications (11 Core Inspector Certifications per VDOT CEI Classifications dated June 9th 2026) or ability to obtain within 12 months of hiring date
Preferred Experience
- Bachelors of Science in Engineering or Construction Management
- Professional Engineering license
- Experience working with local clients
