The City of Virginia Beach, recognized by Forbes as one of America's Best-In-State Employers 2024, is seeking a Financial Specialist to join the Finance team in continuing their legacy of excellence. The Financial Specialist or Debt Technician will have responsibilities relating to operations and reporting as well as debt service.

This highly qualified individual will perform functions such as:

• Financial Operations & Reporting
  • Resolve invoice issues in Oracle Financials Cloud (OFC)
  • Prepare, update and format detailed financial reports and correspondence
  • Create requisition, purchase orders, straight pays, and receipts for Director's Office, Debt, Accounting, Accounts Payable and Payroll divisions
  • Reconcile monthly bank statements for SNAP accounts and bond proceeds interest earnings
  • Create journal entries to record monthly interest earnings in OFC
  • Run various reports for accountants using the Debt Book database
• Debt Service & Treasury Coordination
  • Download annual debt service schedule from Debt Book and provide to Treasurer's Office
  • Prepare monthly Debt Service Payment Voucher to be approved in OFC workflow
  • Provide the Treasurer's Office with the monthly debt service wire schedule
  • Confirm all debt service wires with the Treasurer's Office
  • Verify debt service payments in Debt Book
  • Post ACFR and continuing disclosure documents on MSRB's EMMA website
  • Coordinate postings of ADA-compliant documents on Finance's Debt Management website
  • Coordinate annual post-issuance compliance review
  • Provide GL codes to Treasurer's Office when ARP IPA T-Strip notes are purchased, mature or interest is earned
  • Enter new ARP Installment Purchase Agreements in Debt Book and generate the amortization schedule
