Housing Specialist

The Rental Housing Division of Housing and Neighborhood Preservation oversees the federally funded Housing Choice Voucher (HCV) program and various state or grant-funded rental subsidy programs. This program assists low-income households in securing decent, safe, and sanitary housing in the private market by subsidizing part or all of their rent.

We are seeking a housing specialist with exceptional interpersonal skills to assess clients' eligibility for the HCV program. The specialist will be responsible for processing new clients as well as conducting annual and interim re-examinations.

Duties and Responsibilities:

• Process annual and interim re-examinations for the Housing Choice Voucher program.
• Respond to clients, advocates, and other housing agency staff.
• Conduct briefings and determine eligibility for housing assistance through federal and state subsidies administered by the Rental Housing division.
• Calculate housing assistance payments including tenant and owner portions.
• Manage an assigned caseload and process housing assistance-related transactions.
• Ensure participants understand their responsibilities and program rules.
• Ensure participants complete annual/interim re-certification process on time.
• Maintain accurate and detailed information.
• Adhere to department policies and procedures while meeting production goals accurately and on time.
• Provide outstanding customer service and perform any additional duties as required.
• Housing Choice Voucher Specialist Certification from an approved training entity must be obtained within 12 months from the start of employment in accordance with HUD and Agency Standards.

The Housing Specialist I position is entry-level, but candidates should be quick learners capable of mastering software applications. Candidates must be highly organized, possess strong mathematical skills, strong writing ability, and excellent communication skills. Proficiency with Microsoft applications, such as Word, Excel, and Outlook, is essential. They should be skilled in interpreting policies and procedures related to the Housing Choice Voucher program and demonstrate a strong capacity to identify, analyze, and solve problems while making sound recommendations.

A successful candidate will work at a high achievement level, producing measurable results, and be able to build and maintain effective working relationships with city employees, clients, and peers in other Public Housing Authorities (PHAs).

Housing Specialist IIs should possess the ability to assist Housing Specialist Is with difficult cases and receive and investigate complaints to recommend appropriate actions while maintaining a more complex caseload appropriate to the Housing Specialist II level.

This position may be filled as either a Housing Specialist I or Housing Specialist II based on the selected applicant's qualifications. The associated paygrades and starting salaries are as follows:
