Job Duties and

Make a Difference in Your Community as a Code Enforcement Inspector The City of Virginia Beach Department of Housing and Neighborhood Preservation is seeking motivated, community‑minded individuals to join our Code Enforcement Division. As a Code Enforcement Inspector, you will play a key role in supporting safe, healthy, and well‑maintained neighborhoods across our city.
This is meaningful work where every day offers something different—whether you’re out in the field conducting inspections, helping property owners understand standards, or ensuring compliance with the Virginia Maintenance Code and local property maintenance codes.
What You’ll Do:
Enforce building and property maintenance codes within your assigned area Conduct daily field inspections of existing structures, properties, and undeveloped land Investigate complaints and proactively identify potential violations
Notify property owners of findings and guide them through compliance steps
Issue notices of violation and summonses as needed
Explain regulations clearly to residents, businesses, and community partners
Testify in court when required
Access and assess a variety of environments, from dwellings to commercial sites
Operate a City vehicle and represent the organization with professionalism
Uphold the City’s core values and customer-focused service culture
Career Growth and Certification:
This position may be filled as Code Inspector I or Code Inspector II, depending on qualifications.
Code Inspector I (G.20):$44,907.20 - $69,971.20
State certification as a Property Maintenance and Housing Inspector must be obtained within 18 months of hire.
Code Inspector II (G.22):$49,504.00 - $77,147.20
Requires current state certification and completion of required state training modules to start at this level.
Applicants may be considered for future openings for up to six months.

Preferences:
State certification as a Property Maintenance and Housing Inspector Experience enforcing property maintenance, building, or fire codes
Experience performing field inspections for Code Compliance Experience talking to members of the public to explain regulations or resolve conflicts
Experience using inspections or other records management databases.

Minimum Qualifications:
