Chitra Productions, LLC is seeking a highly experienced Senior Joint Targeting Analyst / Collateral Damage Estimation (CDE) Subject Matter Expert to support the Joint Targeting School (JTS) at Dam Neck Annex, Naval Air Station Oceana in Virginia Beach, Virginia.
The successful candidate will provide senior-level analytical and Subject Matter Expert support for Joint Targeting programs, with particular emphasis on collateral damage methodology, Joint Targeting processes, intelligence, operational analysis, training, and program standardization.
The position requires extensive war fighting operational experience and the ability to analyze complex operational issues, develop courses of action, identify and mitigate risk, and provide clear recommendations to senior military and Government stakeholders.
- Serve as a senior SME supporting Joint Targeting and related JTS programs.
- Provide expert analysis of collateral damage methodology, procedures,
precedent, policy, and applicable regulations. - Support development, maintenance, and standardization of Joint Targeting and
CDE training materials. - Support curriculum reviews, program certification activities, accreditation events,
meetings, conferences, and working groups. - Analyze operational and training deficiencies and recommend corrective actions.
- Collect and analyze operational, intelligence, and training data.
- Conduct quantitative and qualitative analyses and evaluations.
- Develop courses of action and recommendations based on analytical findings.
- Develop strategies and recommended solutions for risk mitigation.
- Apply knowledge of U.S. and opposing-force intelligence systems and
capabilities. - Support analysis involving intelligence collection, processing, management, and
dissemination. - Prepare reports, briefings, position papers, fact sheets, charts, and other
analytical products. - Provide recommendations to Government leadership concerning Joint Targeting
training and operational issues. - Maintain familiarity with Joint Doctrine, Chairman's Instructions and Manuals, and
applicable targeting guidance.
Candidates must have at least seven years of war fighting operational experience and demonstrate success in three or more of the following areas:
- Expert knowledge and understanding of collateral damage methodology,
precedent, procedures, and applicable DoD, Joint Staff, and Joint Staff J7
regulations. - Familiarity with the Targeting community and key participants in the Joint
Targeting and Joint Planning processes. - Graduate of the DoD Collateral Damage Estimation Qualification Course.
- Experience with communications and information systems training.
- Experience resolving training deficiencies.
- Experience with U.S. and opposing-force intelligence systems and capabilities,
including intelligence management, collection, processing, and dissemination. - Knowledge of Joint Doctrine and Chairman's Instructions and Manuals.
- Experience with Counterinsurgency Operations and Irregular Warfare.
- Experience with Cyberspace Operations Training, Electronic Warfare, or Civilian
Harm Mitigation. - Knowledge of Rules of Engagement.
- Experience collecting data, conducting analytical analysis, and determining
courses of action. - Experience developing strategies and recommending risk-mitigation solutions.
- Experience conducting quantitative and qualitative analyses and evaluations.
No degree required.
Minimum of seven years of war fighting operational experience.
- Graduate of the DoD CDE Qualification Course.
- Significant Joint Targeting operational experience.
