Systems Analyst

The City Treasurer is seeking a skilled Systems Analyst I/II who will be responsible for performance of professional systems analysis, development and/or maintenance work of various information systems; utilization of the City’s IT systems to help achieve strategic business goals; and design and development of systems by configuring hardware and software.

The position may be classified as a System Analyst I or II depending on the qualifications of the selected candidate.

System Analyst I

• Analyze, design, and maintain information systems; assist senior analysts and consult with management and users to determine the needs of the system.
• Specify inputs and format outputs to meet users’ needs; adhere to departmental standards in program development and system design to maintain a structured environment.
• Work with senior analysts to complete a system design or modification.
• Research new hardware and software products to enhance existing and future systems.
• Document functional and non-functional requirements for technology solutions.
• Review existing applications to define problems and information processing requirements; assist ComIT staff in developing and preparing design docs, testing, troubleshooting, and corrective actions.
• Develop diagrams and flowcharts for system design; under direction of senior analysts, prepare informational systems documentation to provide historical and operating data on an automated system.
• Research the capability of various systems; participate in the testing and debugging of programs and systems.
• Execute tests and observe behavior of the system to validate performance.
• Use Software Development Life Cycle (SDLC) methodologies.
• Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs.

System Analyst II

• Perform thorough technical analysis across all the phases of the software development life cycle.
• Collaborate across different teams to design, develop and launch new features.
• Implement security and data protection in a distributed application architecture.
• Design and develop overall architecture of simple to complex applications using current best practices principles and design patterns.
• Relational database design. Database object development – stored procedures, triggers, functions, ETL processes, etc.
• Design and develop Power BI and Microsoft SQL based reports and interfaces.
• Broad experience with both front-end and back-end programming languages, advanced libraries, frameworks and API’s.
• Effectively and efficiently unit test applications and participate in integration, regression and system testing activities.
• Prepare presentations and technical documentation – implementation plans, flow charts, process, requirements analysis, etc.
• Participate in the creation of software development estimates, plans and schedules.
• Thorough understanding and implementation of Software Development Life Cycle (SDLC) best practices – Object Oriented Programming, Service Oriented Architecture, Database Programming (stored procedures, functions, etc.), and Enterprise Web Application Development.
