Position: Quality Manager I

OVERVIEW

We are currently seeking a Quality Manager I for our Transportation Division located in Virginia Beach, VA. The Quality Manager I is responsible for implementation, improvement and execution of the Quality Management Systems (QMS) and project‑specific quality program requirements. They ensure that design and construction work is planned and executed in accordance with established policies, procedures, systems and contractual requirements.

RESPONSIBILITIES
  • Serve as the quality champion for one or more projects, performing all quality management duties including quality of works, material management, documentation and project close‑out to ensure safe, efficient, effective and profitable execution.
  • Coach, mentor and train entire project staff in quality management principles, procedures and project‑specific requirements.
  • Act as a mentor and coach to quality staff to advance their careers at Walsh and improve retention.
  • Lead and manage quality processes such as work planning, pre‑activity meetings, material management, Quality Incident Reports, lesson sharing and follow‑up inspections.
  • Establish, monitor and report on Key Performance Indicators (KPIs) and QIRs for project teams to ensure continuous improvement.
  • Analyze KPIs, evaluate trends and provide improvement strategies.
  • Perform routine audits of project quality programs, employing Project QC Evaluation and other auditing tools to seek continuous improvement.
  • Provide feedback to Operations and Quality Management on major QIRs, project‑team relationships, client perceptions and recurring non‑conformances.
  • Direct inspection, testing and documentation of the works.
  • Schedule inspections and testing, coordinating between operations, consultants, material laboratories and clients.
  • Create and implement project‑specific inspection and test plans, quality control plans and other procedures as necessary.
  • Support material specification review such as concrete mix design, thermal control and other quality‑specific elements.
  • Develop a risk‑management strategy that improves project profitability by reducing risk and improving efficiency through process management and risk mitigation.
  • Maintain relationships with owners, clients, subcontractors, design partners and stakeholders to support project partnering and issue resolution.
  • Support site safety to ensure projects are completed in accordance with established safety procedures, requirements and goals.
  • Monitor project quality costs, including resources, while working to optimize as‑bid budgets.
  • Provide feedback to optimize project billing returns, risk reporting and testing accuracy, protecting Walsh from claim exposure.
  • Monitor and report rework costs via the QIR system.
QUALIFICATIONS
  • AEC bachelor’s degree is preferred or equivalent related field experience with International Code Council, NICET, etc.
  • Current certification required: USACE/NAVFAC/NRC Construction Quality Management; preferred but not required.
  • Industry certifications for testing and inspection as required to review and certify that the test, inspection and procedures satisfy requirements.
  • Limited travel for projects as necessary.
  • Minimum 7 years of AEC experience, with 3 years preferred in a quality role (Level1 QCM).
  • Good communication skills, critical thinking and problem‑solving abilities, and ability to prioritize, organize and manage time.
  • Knowledge of standards, specifications and publications related to job duties.
