The City of Virginia Beach Department of Human Services is seeking to hire a Housing Stabilization Specialist II who is highly ambitious and motivated with a passion to help others. The ideal candidate will have experience working with individuals with serious mental health and co-occurring disorders who may be experiencing or at risk of homelessness to include community outreach and or case management for the Permanent Supportive Housing program.

This position will provide a variety of office and field activities to manage and monitor Permanent Supportive housing program (PSH) for individuals with serious mental illness and co-occurring disorders, perform direct client services that provide stability, increase their level of self-sufficiency and improve the overall quality of their lives.

Duties:

Assess housing barriers of individuals and families experiencing homelessness to determine housing and service needs.

Develop a housing procurement, financial, and self-sufficiency case management plan with clients. This includes intake interviews to determine client’s needs, goals, and eligibility.

Provide mediation and advocacy with landlords on the client’s behalf to develop a workable plan to obtain and or maintain housing.

Assist participants in locating and securing housing of their choice.

Create and maintain consistent communication channels, both verbal and written, between several parties (i.e. tenant, landlord, referral source, collaborating agencies, debtors, and creditors).Serve as an ongoing liaison between property managers and participants as well as Behavioral Health Treatment team.

Provide information and referral assistance regarding available support from appropriate social service agencies and/or community programs.

Assist participants in development of a strength-based/solution-focused individualized goal and action plan that promotes permanent housing and self-sufficiency.

Develop an effective, timely referral network to ensure ongoing direction and support as needed.

Perform administrative tasks involved in the review and maintenance of a caseload of program participants.

Provide pro-active follow-up home visits to ensure stability and further progress towards self-sufficiency, this includes support, advocacy, reducing isolation, listening, problem solving, and identification of resources to assist with reintegration of participants in the community.

Apply knowledge of residential lease contracts to educate clients of their rights and responsibilities.

Work Schedule
- Monday
- Friday, 8:30 am - 5:00 pm with one evening shift on occasion
** Hiring bonuses shall only be for new hires of original full-time employment or reemployment as defined in Human Resources Policy No. 5.0.$1,000 will be awarded in the first paycheck.$1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.$1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.The

Preferences:

Registered with the VA Board of Counseling as a QMHP or any other licensed mental health professional.
