Job Description

Serves as the primary backup for payroll processing and cross‑trains to provide support for benefits, accounts payable, financial reporting, and other Finance Department operations as needed.

Essential Duties and Responsibilities
  • Payroll Responsibilities (Primary)
    • Serves as the primary backup for payroll processing when necessary.
    • Performs payroll deduction reconciliations, including health insurance, dental, VRS, FSA, HSA, 403(b), 457, garnishments, child support, and other voluntary deductions.
    • Researches and resolves payroll discrepancies involving earnings, deductions, taxes, retirement contributions, and benefit elections.
    • Audits payroll reports prior to payroll processing to ensure accuracy and compliance.
    • Balances payroll deduction reports to vendor invoices and prepares reconciliation documentation.
    • Assists with payroll tax reporting, W‑2 processing, quarterly reconcilations, and year‑end payroll balancing.
    • Maintains confidential payroll records and documentation.
    • Responds to employee questions regarding pay, deductions, taxes, leave, and benefits.
    • Assists with new employee payroll setup, employment changes, and terminations.
    • Maintains working knowledge of payroll laws, regulations, and School Board policies.
  • Finance Department Support (Secondary)
    • Provides backup support for the Accounts Payable function.
    • Assists with purchase orders by entering data, assigning purchase order numbers, printing, and distributing purchase orders.
    • Maintains accurate purchasing and financial records.
    • Monitors outstanding purchase orders and invoices to ensure timely payment.
    • Assists with procurement activities in accordance with School Board policies and the Virginia Public Procurement Act.
    • Assists in preparing financial reports and maintaining financial documentation.
    • Assists in maintaining vendor records and other financial databases.
    • Assists with New Teacher Orientation, Open Enrollment, and annual W‑2 distribution.
    • Operates standard office equipment essential to maintaining financial and payroll records.
    • Performs other duties as assigned by the Director of Finance.
Qualifications
  • Knowledge of benefits procedures, practices, and operations of a public school.
  • Advanced proficiency with Microsoft Excel, including Pivot Tables, lookup formulas, filtering, and data analysis.
  • Ability to reconcile complex financial and payroll records with a high degree of accuracy.
  • Strong analytical and problem‑solving skills with exceptional attention to detail.
  • Ability to maintain strict confidentiality while working with sensitive employee and financial information.
  • Ability to meet schedules and timelines.
  • Excellent customer service, communication, and organizational skills.
Education and Experience
  • Must possess any combination of education and experience equivalent to graduation from high school.
  • Three to five years of payroll, accounting, bookkeeping, or finance experience.
  • Government or school division payroll experience is strongly preferred.
  • Experience with Tyler Munis ERP, payroll, or similar ERP systems preferred.
Language Skills

Ability to communicate effectively and tactfully in both oral and written forms. Thorough knowledge and use of proper English, spelling, grammar, and punctuation.

Mathematical Skills

Thorough knowledge of arithmetic. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability

Ability to analyze situations and take appropriate action in a variety of procedural matters. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Physical Demands

In performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel. The employee frequently is required to talk or hear. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet.

Terms of Employment

12‑month full‑time position.

Evaluation

Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of classified personnel.
