***"" OPEN TO CURRENT ISLE OF WIGHT COUNTY EMPLOYEES ONLY"**** This position performs intermediate skilled clerical and technical work in the management and execution of all VCIN/NCIC-related functions within the Emergency Communications Center. Responsibilities include entering warrants, processing criminal justice information, maintaining required records, supporting agency personnel, and ensuring compliance with state and federal requirements. Work requires exceptional accuracy, confidentiality, and customer service.

The position supports Communications Officers as needed and performs dispatching duties to maintain operational awareness. Work is performed under regular supervision.

Examples of Duties

VCIN/NCIC Management & Compliance

  • Enters warrants into the records management system and ensures accuracy in all VCIN/NCIC entries.
  • Runs subjects through VCIN and enters, modifies, clears, or cancels records in VCIN/NCIC as required.
  • Completes warrant packets and organizes all associated documentation.
  • Maintains extradition, wanted person, and protective order forms.
  • Checks outstanding warrants daily; sends and receives warrants to and from other jurisdictions; coordinates extraditions.
  • Maintains all VCIN/NCIC-related files in accordance with regulatory guidelines.
  • Performs monthly VCIN validations for the Virginia State Police.
  • Oversees VCIN audit preparation and participates in the complete VCIN audit process as required.
  • Ensures compliance with Virginia State Police VCIN operating manual requirements.

Administrative & Records Responsibilities

  • Completes reports for the Commonwealth's Attorney and provides documentation for legal or judicial needs.
  • Prepares files for destruction in accordance with retention schedules and VSP requirements; maintains records for accreditation purposes.
  • Conducts research in state and national databases to locate information related to wanted individuals.
  • Orders supplies for the Communications Center.
  • Communicates with court clerks, magistrates, and law enforcement personnel regarding warrants, protective orders, and other VCIN/NCIC matters.

Operational Support

  • Assists Communications Officers with VCIN questions, warrant inquiries, and procedural guidance.
  • Performs dispatching duties as needed to maintain operational awareness and support ECC staffing.
  • Participates in employee meetings and training sessions.
  • Performs special projects and additional tasks as assigned by management.
  • Meets attendance and dependability standards and adapts effectively to changing operational needs.

TAC Requirements

  • Serves as the agency's designated Terminal Agency Coordinator (TAC) in accordance with Virginia Criminal Information Network (VCIN) and National Crime Information Center (NCIC) regulations.
  • Ensures agency compliance with all VCIN/NCIC policies, procedures, and security standards.
  • Maintains full awareness of updates issued by the Virginia State Police VCIN Division and implements required changes.
  • Oversees VCIN records management, including hit confirmations, validations, user certifications, and terminal security protocols.
  • Coordinates and conducts required training for all VCIN users within the agency.
  • Oversees and prepares all documentation for the VCIN Audit, ensuring accuracy and timely submission.
  • Conducts regular internal reviews of VCIN entries, usage, and security practices to maintain compliance.
  • Acts as the primary point of contact between the agency and the Virginia State Police VCIN Division.
  • Responds to security incidents, access issues, or technical concerns related to VCIN operations.
  • Ensures that all VCIN-certified personnel maintain active certification and required proficiency.
  • Performs dispatching duties as needed to maintain operational awareness.
  • Observes all approved safety and health policies and procedures pertaining to an employee's work activities and performs all work tasks in a safe and healthy manner in accordance with County policy.
  • Performs other assigned duties.

Physical Demands: Sedentary work:
Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires the use of fingers, grasping, handling, hearing, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity, and walking.

Required Qualifications
  • High School Diploma or equivalent;
  • Two (2) years of related work experience;
  • Or equivalent training, education, and/or experience.
Licenses/Certifications
  • Driver's License valid in the Commonwealth of Virginia.
  • Virginia DCJS Basic Dispatch Certification
  • Emergency Medical Dispatch (EMD) Certification
  • CPR Certification
  • Full Access VCIN Certification
  • Communications Training Officer (CTO) Certification (APCO)
