• You will serve as a MANAGEMENT AND PROGRAM ANALYST in the ORDNANCE OPERATIONS AND TECHNICAL SUPPORT DEPT (N3/NA) of NMCLANT YORKTOWN VA.
• You will provide support for all aspects of ordnance/explosives operations.
• You will provide program oversight for storage, receipt, issue, segregation of ammunition retail.
• You will conduct complicated studies associated with the tailored ordnance mission of each activity to ensure the highest level of operational readiness.
• You will develop policies to ensure ordnance inventory standards are in compliance.
• You will conduct analysis in the evaluation of operational risk associated with the hazards of handling and transporting explosives.
• You will conduct risk analysis associated with the need for increased operational tempo associated with arming the warfighter and environmental concerns (extreme weather, personnel fatigue, equipment failure etc.)
• You will manage multiple programs to include Safety and Health Protection.
• You will prescribe methods in order to minimize risk to operations, personnel, property, equipment and environment.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

To qualify for the GS-12, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Experience developing and updating conventional ordnance and explosives handling qualifications and certification of standardized training plans.
• Experience providing continuous analyses, technical review, audit and program oversight for the maintenance, upkeep and procedural compliance of all command-wide SOPs associated with ordnance and industrial operations.
• Experience applying analytical, evaluative and trend analyses methods and techniques in the process of addressing explosives safety programs, industrial operations, resource allocation, controlling inventory, systems of inventory management and workplace safety in support of regulatory compliance and improvement of efficiency and effectiveness of operations.
• Experience with the laws, regulations, policies, and precedents governing DoD, Navy explosives safety and NAVOSH Programs within NMCLANT and its twenty (20) subordinate commands to ensure regulatory compliance, safety of operations and efficient execution of FOS and industrial processes.
• Experience with qualitative and quantitative analysis of complex FOS operations issues to include logistics, transportation methods, explosives maintenance operations and processes, repair, storage handling and efficiencies of operation and utilization, manipulation and management of data contained within the Navy's Enterprise Safety Application Management Systems (ESAMS).
