Job Description
This role is a Resident Engineer / Resident Inspector position supporting a major 24‑month wastewater treatment plant improvement project. You will serve as the owner's field representative during construction, overseeing contractor performance, monitoring quality, coordinating project communication, and ensuring strict compliance with contract documents, technical specifications, schedules, and safety requirements. The project involves substantial upgrades to an existing wastewater treatment facility, including a new control building, headworks improvements, influent screening systems, grit and grease removal upgrades, preliminary treatment facilities, chemical feed systems, UV disinfection replacement, pump station improvements, electrical and SCADA upgrades, HVAC replacements, and other site infrastructure enhancements.
Responsibilities
+ Serve as the primary on‑site representative for the owner throughout the 24‑month wastewater treatment plant construction project.
+ Oversee contractor performance and construction activities to ensure compliance with contract documents, plans, specifications, and regulatory requirements.
+ Conduct daily construction inspection of wastewater treatment facility upgrades, including control building installation, headworks improvements, influent screening systems, grit and grease removal, preliminary treatment facilities, chemical feed systems, UV disinfection replacement, pump station improvements, electrical and SCADA upgrades, HVAC replacements, and site infrastructure enhancements.
+ Monitor construction quality and workmanship, documenting conditions, deficiencies, and corrective actions to maintain high standards of project delivery.
+ Coordinate project communication among owners, contractors, construction managers, inspectors, and engineering staff to support timely issue resolution and alignment on project goals.
+ Review and verify contractor adherence to project schedules, identifying potential delays and collaborating with stakeholders to maintain or recover project timelines.
+ Support enforcement of safety requirements and procedures on site, promoting a strong safety culture and ensuring safe work practices.
+ Participate in progress meetings, site walks, and technical discussions, providing clear updates on construction status, risks, and required actions.
+ Assist with review of contractor pay applications, change orders, and related documentation, confirming quantities, work completion, and contract compliance.
+ Utilize electronic document management systems and scheduling software to track project information, maintain accurate records, and support reporting needs.
+ Observe and document installation and testing of process mechanical systems, electrical upgrades, SCADA systems, and treatment plant rehabilitation work.
+ Identify field issues or design conflicts and coordinate with engineering staff and contractors to develop practical, compliant solutions.
+ Support the successful delivery of critical municipal infrastructure by focusing on project quality, schedule adherence, and effective stakeholder coordination.
+ Contribute to a collaborative team environment, sharing observations and insights with engineering and construction professionals to continuously improve project execution.
Essential Skills
+ Experience working on wastewater treatment plants, water treatment facilities, pump stations, or municipal utility infrastructure projects.
+ Background in construction oversight, construction management, or construction inspection for civil, wet utility, water, or wastewater projects.
+ Experience functioning as a Resident Inspector, Construction Inspector, Resident Engineer, Construction Manager, or Owner's Representative.
+ Ability to interpret and apply contract documents, technical specifications, drawings, and schedules in a construction field environment.
+ Strong skills in monitoring construction quality, documenting field conditions, and ensuring compliance with safety and regulatory requirements.
