Job Summary

D. Camp Community College is a small 2‑year college in Southeast Virginia. The college offers associate degrees, certificates, and career studies certificates, transfer and career/technical programs, credit and non‑credit workforce services and training for businesses and industries, special interest classes for the community, and summer classes for youth through the Regional Workforce Development Center. A dual enrollment program for high school students, online courses, and developmental studies classes are also available.

Role Overview

The Out of School Youth Development Specialist will establish a rapport with youth ages 18‑24 that is conducive to helping participants receive career exploration, career immersion, graduate from high school on‑time, workforce/post‑secondary education preparation, and summer activities. The specialist acts as a positive role model, models professional and ethical standards, works collegially with peers, Regional Workforce Development staff, local high school personnel and the community to promote and support Youth Development Programs, and abides by all campus policies and procedures.

Key Responsibilities
  • Build and maintain positive relationships with youth participants.
  • Facilitate career exploration and immigration opportunities for youth.
  • Assist youth in graduating from high school on time.
  • Coordinate workforce and post‑secondary education preparation.
  • Organize and lead summer activities and outreach events.
  • Model professional and ethical standards.
  • Collaborate with campus staff, Regional Workforce Development, local schools, and community agencies.
Qualifications
  • Extensive experience in social work, counseling, human services, psychology, or an equivalent combination of training and/or experience.
  • Ability to establish a collaborative, innovative learning environment that encourages participants to develop positive self‑esteem and personal and social responsibility.
  • Ability to recruit and market programs to youth.
  • Demonstrated ability to organize, prioritize and perform multiple tasks simultaneously.
  • Experience in case management, determining program eligibility, and maintaining accurate, confidential records.
  • Ability to interpret and apply policy and procedures to a variety of processes.
  • Ability to recognize multicultural perspectives and emphasize cultural diversity.
  • Knowledge of local and state support services and agencies.
  • Experience planning activities and events, including ordering supplies and arranging transportation.
  • Effective communication skills, both oral and written, with a diverse public.
  • All full‑time classified employees new to Virginia will serve a 12‑month probationary period.
Additional Considerations

Experience working with alternative and at‑risk youth in educational and workforce development settings, demonstrated knowledge of case management practices, participant engagement and support service coordination. Strong interpersonal, communication, and relationship‑building skills are preferred.

Special Assignments

May be required to perform additional duties as assigned and assist the agency or state government during an emergency declaration by the Governor.
