Job Description
Perform special duties as assigned. Review, inspect and process new street additions and county bond projects and additions into the State Secondary System. Review, approve, process, issue and inspect work activities under permit (private and commercial entrance permits, utility permits, land use permits) to ensure compliance with agency standards and specifications and safety of the traveling public. Provide engineering technical support and assistance to assigned program area.

- Communicate with VDOT staff and external stakeholders (consultants, localities) to proactively resolve issues and advise supervision on critical developments.
- Apply advanced engineering technology principles to assigned program areas, interpreting policies and procedures for daily work.
- Conduct field reviews and inspections of VDOT staff or contractor work to ensure compliance with policies, procedures, and standards.
- Issue and process land use permit applications for work within VDOT right‑of‑way, inspect permit work for conformity to plans and the land use permit manual, and evaluate onsite elements such as sight distance, gradient, drainage and pavement requirements.
- Document, enter and complete required data (work orders, schedules, records) and provide technical assistance and training to field staff and contractors.
- Compile and maintain automated and written reports and project records in accordance with guidelines and policies.
- Perform final inspections of subdivision streets, coordinate phase inspections during construction and post‑installation, and submit completed packages to Central Office for processing.
- Review site plans, special use permits, rezoning requests, and land divisions, conduct onsite field reviews, and communicate with citizens, public officials, state employees, and business representatives.
- Provide technical assistance related to policies and procedures, support field personnel, and guide them regarding VDOT policy and standards.
- Demonstrate knowledge of project activities and deliverables, manage time to ensure efficient completion of assignments, and inform supervision of any issues that may affect schedules.
- Effective oral and written communication with internal and external customers.
- Ability to follow oral and written instructions.
- Interpret and apply VDOT policies and procedures.
- Prepare and maintain records and reports.
- Provide training and guidance to other technicians.
- Read and interpret engineering plans, specifications, site plans, road construction plans, property plats, utility plans, and sketches.
- Knowledge of highway construction and roadway maintenance procedures.
- Proficiency in computers and job‑relevant software programs.
- Interpret VDOT Road and Bridge standards and specifications, the VA Work Area Protection manual, Access Management and Land Use Permit Regulations, and Subdivision Street Requirements.
- Obtain mandatory materials certifications within the first 12 months of employment.
- Read and interpret site plans, road construction plans, property plats, utility plans, and sketches.
- Knowledge of highway construction and roadway maintenance procedures.
- Knowledge of land use permitting processes and procedures.
- Proficiency in computers and web‑based applications.
- Valid driver’s license.
- A combination of training, experience, or education in Civil Engineering or a related field is desired.
- Experience in roadway construction and maintenance activities.
- Experience with MUTCD, Virginia Work Area Protection Manual, Road Design Manual, VDOT Road and Bridge Standards and Specifications, Access Management Regulations and the Land Use Manual.
- Possession of required certifications for the position.
