Goochland County Public Utilities Manager
This position performs complex professional work and assists in managing the County's Department of Public Utilities, which includes the engineering, construction, operations, and business divisions.
Essential Functions- Supervises, coordinates, and directs the activities of the Engineering Division of the Department of Public Utilities.
- Advises the Director of Public Utilities on all public utilities projects.
- Recommends operational changes to the Director of Public Utilities, as appropriate.
- Reviews and approves private development projects on behalf of the Department of Public Utilities.
- Serves as an intergovernmental coordinator between departments of federal, state, and local authorities.
- Responsible for project management on all County capital improvement projects involving public utilities, in coordination with the Director of Public Utilities. Acts as a liaison between contracted consultant engineers and the County. Provides progress reports.
- Reviews and responds to correspondence.
- Receives citizen inquiries or complaints. Recommends actions toward resolution. Dispatches appropriate resources as necessary.
- Prepares administrative reports on departmental activities as requested.
- Oversees development of accurate GIS records of the County's existing and newly installed water and sewer infrastructure. Coordinates information between the GIS Division of the IT Department and the Construction Division of the Department of Public Utilities.
- Performs other assigned duties.
Skills and Abilities
- Knowledge of the principles and practices of civil and/or environmental engineering, public utilities administration, planning, and design.
- Skill in effective communication, both verbally and in writing.
- Skill in the use of computers and software applications related to the essential functions of the job.
- Ability to review and analyze plans and specifications for the construction of public facilities and to prepare complex technical reports.
- Ability to maintain good working relationships with customers, county officials, other public officials, employees, contractors, and the general public.
- Ability to negotiate cost effective methods and coordination of resources.
- Ability to move around project sites, climb, and stoop in order to visually examine areas, structures, or equipment.
- Ability to record activities clearly and accurately.
- Bachelor's degree in Civil Engineering, Environmental Engineering, or related field.
- Extensive experience as a Civil or Environmental Engineer in the public utilities sector, including water and wastewater design, plan review, operations, construction, and management.
- Supervisory experience and registration as a professional engineer preferred.
- Or equivalent training, education, and/or experience.
- Valid Driver's License with a driving record that meets HR Policy requirements.
- Background check and pre-employment drug screen required.
Other Necessary Requirements PHYSICAL DEMANDS: Work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Tasks may require the ability to walk or stand for prolonged periods of time. Additionally, the following physical abilities may be required: climbing, bending, reaching, stooping, handling, and grasping.
Must be able to move around project sites, and visually examine areas, structures, or equipment. WORK ENVIRONMENT: Work is performed in a relatively safe, and secure work environment.
