Location: Yorktown

The position performs advanced technical work involving operation, maintenance, troubleshooting, programming, and improvement of industrial control systems that support wastewater collection, pumping, and conveyance. Responsibilities include SCADA systems, programmable logic controllers (PLCs), instrumentation, communications networks, and related electrical control equipment. The role ensures reliable operation of critical utility infrastructure while supporting regulatory compliance, operational efficiency, and cybersecurity initiatives.

This sanitary sewer collection system is an essential service that operates 24/7. The position is considered essential and requires the employee to report to work during inclement and extreme weather conditions.

Work is performed in both office and field environments. Field work may involve exposure to weather conditions, uneven terrain, noise, dust, heights, and typical construction site hazards. Use of appropriate personal protective equipment (PPE) may be required.

Responsibilities
  • Maintains, troubleshoots, and repairs SCADA systems used for pump stations and collection systems.
  • Configures, programs, and modifies PLCs, human-machine interfaces (HMIs), and remote terminal units (RTUs).
  • Monitors system performance and investigates communication failures, alarms, and operational anomalies.
  • Develops and maintains SCADA graphics, alarm-management strategies, and historical data collection systems.
  • Performs software updates, backups, and system recovery procedures.
  • Installs, calibrates, and maintains flow meters, level sensors, and pressure transmitters.
  • Troubleshoots control panels, motor control centers (MCCs), variable-frequency drives (VFDs), and related electrical systems.
  • Coordinates with electricians, mechanics, operators, and contractors during repairs and upgrades.
  • Assists with industrial network design and troubleshooting.
  • Participates in capital improvement projects involving utility automation and instrumentation.
  • Reviews engineering plans and specifications for control-related projects; assists with commissioning, startup, and acceptance testing of new facilities and equipment.
  • Recommends system improvements to increase reliability, resiliency, and operational efficiency.
  • Maintains accurate records of maintenance activities, programming changes, and system configurations.
  • Responds to system failures and emergency callouts outside normal working hours.
  • Provides technical support during sanitary sewer overflows, pump-station failures, and other critical utility incidents.
Qualifications
  • Associate degree in Industrial Electronics, Instrumentation Technology, Electrical Engineering Technology, Automation Technology, or a related field; or equivalent combination of education, training, and experience.
  • Five (5) years of progressively responsible experience in industrial controls, SCADA systems, instrumentation, or utility automation.
  • Bachelor’s degree in engineering technology, Electrical Engineering, or related field is preferred.
  • Experience in wastewater, water, or industrial process facilities is preferred.
  • Experience managing SCADA upgrades and capital projects is preferred.
  • ISA Certified Control Systems Technician (CCST), Certified Automation Professional (CAP), or equivalent certification.
  • Must possess a valid driver’s license issued by the Commonwealth of Virginia.
  • Knowledge of wastewater collection processes; knowledge of SCADA architecture and industrial automation systems; knowledge of industrial communication protocols including Modbus, Ethernet/IP, DNP3, and OPC; knowledge of Allen-Bradley/Rockwell Automation, Siemens, and Schneider Electric PLC programming platforms; knowledge of VFDs, instrumentation, and process controls; knowledge of industrial cybersecurity practices and standards.
  • Ability to diagnose complex electrical, instrumentation, and communication system issues; ability to read and interpret technical manuals, engineering drawings, and electrical schematics; ability to prepare technical reports and maintain accurate documentation; ability to communicate effectively with staff, contractors, consultants, and regulatory agencies.
  • Must be physically able to operate a variety of equipment, machinery, and tools; operate a motor vehicle; lift, push, pull, and hoist parts and equipment weighing between 40 and 50 pounds; occasional lifting of 40-100 pounds.
