Data Analyst - Universe of Transactions

Job Summary: The Financial Management Analyst – Universe of Transactions (UoT) supports the Department of Defense Financial Improvement and Audit Readiness (FIAR) program by developing, validating, and sustaining the Universe of Transactions used to support financial statement audit testing. This role is responsible for ensuring the completeness, accuracy, and auditability of transaction populations used for sampling and testing across business processes and financial statement line items.

The analyst works closely with system owners, auditors, and FIAR stakeholders to provide reliable transaction data that supports audit assertions and audit readiness

Universe of Transactions Development & Validation:

• Develop and maintain the Universe of Transactions (UoT) supporting financial statement audits.
• Validate completeness and accuracy of transaction populations extracted from authoritative systems.
• Ensure UoT data aligns with financial statement balances and audit requirements.

Audit Sampling & Testing Support:

• Support auditors and internal teams with transaction populations for sampling and testing.
• Assist in documenting data sources, extraction logic, and assumptions used in UoT development.
• Support traceability of transactions from source systems through financial statements.

System & Data Coordination:

• Coordinate with system owners and functional teams to obtain accurate data extracts.
• Analyze data discrepancies and support resolution with stakeholders.
• Maintain documentation supporting system interfaces and data flows impacting the UoT.

Audit Support & Issue Resolution:

• Respond to auditor inquiries related to transaction populations and data completeness.
• Support remediation efforts for UoT-related audit findings or observations.
• Assist in sustaining UoT processes across audit cycles.

Documentation & Reporting:

• Maintain UoT documentation, data dictionaries, and audit support files.
• Support preparation of metrics, schedules, and briefings related to UoT activities.
• Ensure all documentation complies with FIAR guidance and Government quality standards.

Education: Bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, or a related field, or equivalent relevant experience.

Experience:

• Minimum 2 years of experience supporting audit data analysis, transaction-level testing, FIAR initiatives, or DoD financial management programs.
• Experience working with transaction populations, audit sampling, or financial systems data is preferred.

Skills:

• Strong understanding of audit assertions and transaction-level testing concepts.
• Familiarity with USSGL
  , audit sampling methodologies, or data analytics tools.
• Ability to analyze and validate large data sets for completeness and accuracy.
• Familiarity with DoD financial systems and data extracts.
• Strong documentation and communication skills.

Anticipation: Montcure is currently bidding on the task order and has an anticipated award date in February

• Junior Analyst: 2–4 years audit data or transaction analysis experience
• Mid-Level Analyst: 5–7 years UoT and audit data experience
• Senior Analyst: 8+ years leading transaction data and audit support efforts
