JOB DESCRIPTION
This position is open to current employees of the Commonwealth of Virginia. This position ensures that general ledger accounts, including fund balances per DEQ's financial system (Oracle Financials), are reconciled to the state accounting system (Cardinal) as required by the Department of Accounts (DOA), and financial reporting is completed accurately, entirely and timely in accordance with governing directives, regulations, and policies.
Provides DEQ management and external customers with timely and accurate information regarding all federal and state funds. Manages and oversees business processes and financial transactions related to the support, recording, compliance, and reporting of sponsored programs by reviewing and approving all goods and services prior to obligation. This role will ensure accurate posting to general ledger; manage appropriations, allotments, and cash;
reconcile financial information; prepare internal and external budget, and financial reports. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
RESPONSIBILITIES
This position is responsible but not limited to preparing, reviewing and approving General Ledger transactions (including deposit receipts) for agency projects codes and federal project codes and indirect cost rate charging. Reviewing and post ATV's, JV's and Cardinal entries. Prepare and review financial reporting.
QUALIFICATIONS
* Combination of education, experience, training or coursework in accounting, finance, economics, mathematics or related field.
* Experience applying Commonwealth accounting policies.
* Professional certification in financial management (CPA, MBA, CFGM or other) is preferred.
* Considerable experience regarding the application of software for analysis, data manipulation and reporting.
* Experience analyzing and preparing reports regarding program budgets, expenditure data and other financial information and managing multiple projects concurrently.
