Performs highly responsible executive and professional work directing the County's financial operations, accounting systems, budget development, financial planning, debt administration, payroll administration, human resources, and financial reporting functions. Serves as the County's Director of Finance and principal advisor to the County Administrator and Board of Supervisors on fiscal policy, budget strategy, workforce planning, compensation, benefits administration, capital financing, revenue forecasting, and long-term financial sustainability.

Ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, Government Finance Officers Association (GFOA) best practices, federal and state regulations, and all applicable local government financial reporting requirements. Leads the development and management of the County's annual operating and capital budgets in support of a complex and evolving organization with changing service demands, infrastructure investments, and regulatory requirements.

Work is performed under the general direction of the County Administrator and includes supervision of all departmental personnel.

Essential Functions:

  • Provides executive leadership and oversight for the County's finance, budget, accounting, payroll, and human resources, ensuring effective stewardship of public resources, regulatory compliance, organizational effectiveness, and strategic support for a complex and evolving local government organization.
  • Serves as the County's financial strategist and advisor on fiscal policy, financial planning, risk management, capital financing, and long-term financial sustainability.
  • Supervises and manages the daily operations of accounts payable, human resources, and general accounting functions.
  • Prepares the annual budget; advises the Board of Supervisors and County Administrator of anticipated expenditures; monitors expenditure/revenue reports throughout the year for accuracy and to stay within budget.
  • Develops multi-year financial forecasts and budget strategies to address growth, changing service demands, economic conditions, and capital infrastructure needs.
  • Ensures compliance with GAAP, GASB pronouncements, GFOA best practices, Virginia local government financial requirements, grant regulations, and applicable federal and state laws.
  • Oversees preparation of the Annual Comprehensive Financial Report (ACFR) and ensures successful completion of annual external audits.
  • Develops and implements financial policies, internal controls, and accounting procedures that promote transparency, accountability, and operational efficiency.
  • Provides financial analysis and recommendations regarding capital projects, debt issuance, reserve policies, and other significant financial initiatives.
  • Coordinates financial planning and budget development with County departments, Constitutional Officers, Schools, Social Services, and external agencies.
  • Reviews, authorizes, and approves accounts payable and related reports; approves the processing of 1099's.
  • Coordinates monthly closing process of the general ledger; prepares journal entries; authorizes the closing process.
  • Coordinates the year end closing process of the general ledger with all County departments, Social Services, and County Schools; reconciles accounts; prepares journal entries and authorizes the closing of the fiscal year.
  • Authorizes and approves financial reports related to state/federal/local grants.
  • Attends Board of Supervisors and staff meetings and provides reports as necessary.
  • Advises the Board of Supervisors on borrowing initiatives for capital projects and short-term lease projects; provides an annual summary report to the Board of Supervisors and County Administrator on debt.
  • Performs a variety of special projects assigned by the County Administrator or the Board of Supervisors.
