Human Resources Analyst
The Gloucester County Human Resources Department is eagerly searching for a passionate, dedicated, and meticulous individual to join us as our Human Resources Analyst. This role is a vital part of our team and offers an opportunity to make a meaningful impact through the coordination of programs and policies in areas such as compensation and recruitment, position classification, employee relations, and employee benefits.
Under limited supervision, the analyst will provide professional work and a full range of personnel support to county departments, routinely handling sensitive and confidential matters while exercising sound judgment, personal initiative, and discretion.
Reports to:
Human Resources Director.
- Answers phone and greets visitors, providing customer service to all Gloucester County employees and external inquiries regarding position openings.
- At the Director’s direction, updates job descriptions and researches comparable market salary information for positions, departments, or job classes.
- Provides back‑up assistance for the recruiting, interviewing, and selection process functions for county departments. Creates advertisement strategies to support workplace staffing initiatives.
- Acts as the department FMLA Coordinator, handling FMLA inquiries, processing paperwork, and notifying employees and department leaders of FMLA rights and benefits.
- Provides back‑up assistance for benefit processes and answers routine questions about medical and dental benefits, Virginia Retirement System benefits, deferred compensation, optional life insurance, and direct deposit information.
- Facilitates bimonthly new employee orientation, explaining personnel policies and benefits, and assists with new‑hire onboarding paperwork.
- Provides HR department support for pre‑employment activities, employee onboarding, and offboarding processes.
- Coordinates compliance ensuring best practices, policies, and laws are followed for areas such as I‑9 and medical documentation.
- Manages records retention and destruction in accordance with state and federal laws and regulations.
- Oversees line‑of‑duty benefits, communicating with the Gloucester Sheriff’s Office and fire and rescue personnel for census reports to the Virginia Retirement System.
- Assists with special projects as needed.
- Performs other duties as assigned.
- Possession of a bachelor’s degree in human resources, personnel management, or a related field.
- Three (3) years of progressively responsible human resource roles.
- Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

Special Requirements- Professional designation such as Professional in Human Resources (PHR), Public Sector Human Resources Association CP (PSHRA‑CP), or equivalent (preferred).
