Job Duties

Support the enhancement and progress of the agency benefits and payroll programs for employees with the implementation and communication of state policies, procedures, and programs in a confidential, timely and effective manner. Oversee Ancillary Vendor Program and serve as liaison to vendors, third party administrator and the Department of Accounts. Ensures that benefits materials on intranet and HR locations are up to date and accurate.

Develop programs to enhance employee knowledge of employee benefit programs and payroll. Develop employee communications as needed to communicate changes to various benefit payroll related programs. Conduct research and analysis of benefits data to assist in the development of strategies to maximize the value of benefits programs for agency's operations and employees.

Minimum Qualifications

• Considerable working knowledge of human resources principles and practices including Fair Labor Standards Act (FLSA)/ Family and Medical Leave Act (FMLA), VA State Leave and Benefits/ Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA).

• Considerable working knowledge of DHRM policies, procedures, state agency functions, and experience with Cardinal.

• Ability to exercise sound judgment, maintain a high level of confidentiality, and handle sensitive information with discretion.

• Demonstrated ability to analyze, counsel, and recommend resolution of state benefits and payroll processing.

• Ability to communicate effectively orally and in writing with managers, employees, and others.

• Must have strong interpersonal skills. Experience in personnel related area showing knowledge of principles and practices of employment benefits, FML, STD, other leave and other personnel practices.

• Professional phone and email etiquette are essential. The candidate must be able to multitask.

• Proficiency with standard office software (e.g., Microsoft Office Suite, Teams and office hardware.

• Strong multi-tasking and time-management abilities.

• A welcoming demeanor, patience, and a problem-solving mindset.

• Possess knowledge of HIPAA regulations, immigration laws, and E-Verify.

• Ability and willingness to learn new software programs and cross-train in various tasks.

• Ability to work independently with minimal supervision while also collaborating effectively as part of a team.

• Strong analytical and problem-solving skills, with the ability to collect, review, and process information using manual and automated systems.
