Provides functional guidance and leadership to the HR Coordinator, Benefits Coordinator, and HR Specialist. Direct supervision remains with the CHRO.

Position Summary

The Director of Human Resources serves as a strategic and operational leader, supporting the Chief Human Resources Officer (CHRO) in advancing the vision and goals of Dinwiddie County Public Schools. Serves as the second-in-command strategic leader who functions as both an architect by designing robust retention and recruitment systems, and a builder by executing the high-touch work of interviewing and complex employee relations.

The Director provides functional leadership to the HR team and serves as a vital resource for school administrators, ensuring that DCPS retains and attracts elite talent while maintaining a culture of professional excellence and compliance.

Talent Acquisition
  • Strategic Sourcing:
    Develops a comprehensive multi-year recruitment strategy to build a diverse pipeline for instructional and leadership roles.
  • Candidate

    Experience:

    Personally manages high-level recruitment cycles, including attending career fairs, conducting initial screenings, and leading interview panels for key positions.
  • Onboarding & Retention:
    Refines the transition process from "applicant" to "employee," ensuring new hires are integrated into the DCPS mission and feel supported from Day 1.
  • Monitors staffing trends to proactively address potential vacancies before they impact student learning.
  • Provides insights on total compensation strategies and market competitiveness, balancing fiscal responsibility and alignment with established frameworks.
  • Employee Relations & Compliance
  • Conducts internal workplace investigations, ensuring all processes are thorough, confidential, and legally defensible.
  • Provides expert coaching to Principals and Department Heads on performance management, documentation, and the implementation of progressive discipline.
  • Leads mediation efforts to resolve grievances and workplace friction, fostering a positive climate across all locations.
  • Serves as a key participant in Title IX grievance proceedings.
  • Manages ADA interactive process, ensuring all investigations and accommodations align with EEOC regulations to protect the division and its employees.
  • Deliver HR-specific training to supervisors on hiring practices, performance documentation, and legal updates.
  • Systems Management
  • Utilize HR metrics to identify organizational trends, inform policy recommendations, and enhance operational effectiveness.
  • Maintain position control to ensure alignment with budgeted positions.
  • Collaborates with other departments to effectively plan, manage, and monitor division needs.
  • Operational Oversight
  • Interprets and applies School Board policies and state/federal employment laws to ensure consistent application.
  • Directs various special projects and cross-functional initiatives, providing project management oversight, implementation, integration and ongoing support.
  • Serve as designee of the CHRO and assume leadership responsibilities when appropriate.
  • Required Qualifications
  • Bachelor's degree in Human Resources, Business, Finance, Education or a related field.
  • Minimum of 5–7 years of progressive HR experience, with demonstrated leadership in employee relations, compliance, or recruitment.
  • Strong understanding of employment law, HR best practices, and educational licensure regulations.
  • Excellent written and verbal communication, conflict resolution, and interpersonal skills.
  • Proficient in Microsoft Office, Google Workspace, and HRIS platforms.
  • Preferred Qualifications
  • Master's degree in a related field.
  • SHRM or PHR certification.
  • Experience working in a K-12 public education setting.
  • Familiarity with the Virginia Department of Education licensure systems.

    Physical Requirements
  • Work is performed primarily in an office setting (on-site), with regular travel to schools and events.
  • Requires the ability to work extended hours, as needed.
  • Frequent use of standard office equipment and technology tools.
  • Occasional lifting of up to 25 pounds may be required.
  • Must handle confidential and sensitive information with discretion and professionalism.
  • Special Requirements
  • Possession of or the ability to obtain a valid Virginia driver's license to operate division-owned/leased motor vehicles and be subject to periodic review in accordance with the policy.
