Position: Cyber Capability Development Analyst with Security Clearance
Location: Fort Eustis

Required Skills & Experience - Active Secret clearance required;
Top Secret/SCI eligibility strongly preferred.
- 8+ years of experience supporting cyber operations, cyber planning, capability development, force modernization, requirements development, or related defense initiatives.
- Strong understanding of Army and Joint cyber organizations, missions, doctrine, force structure, and operational environments.
- Experience developing, reviewing, or staffing cyber requirements, concepts, policies, campaign plans, operational orders (EXORDs), or modernization initiatives.
- Knowledge of offensive cyber operations, defensive cyber operations, DoDIN operations, cyber protection, and organizational force design.
- Ability to analyze complex technical and operational issues and provide actionable recommendations to senior leaders.
- Strong written and verbal communication skills with experience briefing O-6, General Officer, or SES-level stakeholders.
- Proven ability to coordinate across multiple organizations and leadership levels. Nice to Have Skills & Experience - Military or civilian background in Cyber, Signal, Intelligence, - Information Operations, or similar operational disciplines.
- Active TS/SCI clearance.
- Experience supporting or coordinating with:
- Army Cyber Command (ARCYBER)
- U.S. Cyber Command (USCYBERCOM)
- Cyber Center of Excellence (Cyber CoE)
- HQDA G-3/5/7
- Joint cyber organizations
- Familiarity with Army Information Forces modernization initiatives.
- Knowledge of software acquisition pathways and cyber modernization programs.
- Experience supporting capability development, requirements generation, force design, or modernization efforts within the Army cyber community.
- Experience working in highly classified environments, including JWICS coordination and tasking.

Job Description Insight Global is seeking a Senior Cyber Capability Development Analyst to support Army cyber modernization, capability development, and force design initiatives. This individual will serve as a strategic advisor, helping shape future cyber operations, cyber force structure, Counter-C2 capabilities, and information modernization efforts across the Army and Joint community. The analyst will work closely with Army Cyber Command (ARCYBER), HQDA, Cyber Center of Excellence, Joint stakeholders, and capability development organizations to assess cyber requirements, modernization priorities, operational gaps, and future force needs.

This person will provide analysis, recommendations, and decision-support products that help senior leaders make informed decisions regarding cyber capabilities, policies, organizational design, and modernization strategies.

Key responsibilities include:

Evaluating current and future cyber capabilities, operational requirements, and modernization initiatives.
Supporting force design and force generation efforts across offensive and defensive cyber operations.
Reviewing and staffing cyber requirements, policies, campaign plans, operational orders, and modernization documentation.
Participating in cyber-focused working groups, planning sessions, and senior leadership forums.
Assessing resource, acquisition, training, interoperability, and policy impacts related to cyber initiatives.
Tracking emerging cyber threats, technologies, and software acquisition strategies to inform capability development efforts.
Developing executive-level briefings, assessments, recommendations, and decision-support products. Compensation: $80,000.00 to $90,000.00 per year annual salary. Exact compensation may vary based on several factors, including skills, experience, and education.
