Job Summary:
We are seeking a Human-Centered Design & Training Lead to support a mission-critical Centers for Medicare & Medicaid Services (CMS) federal healthcare program. This role combines user-centered design, stakeholder engagement, training strategy, and user adoption responsibilities. The ideal candidate will help ensure that system enhancements and business process changes meet user needs and are effectively adopted across the organization.
- Lead Human-Centered Design (HCD) activities, including user research, stakeholder interviews, workshops, usability assessments, and feedback sessions.
- Analyze user needs, workflows, and pain points and translate findings into actionable recommendations for product and process improvements.
- Develop user personas, journey maps, process flows, and other HCD deliverables as needed.
- Partner with Product Owners, Business Analysts, UX teams, and technical teams to incorporate user feedback into solution design and delivery.
- Develop and execute training strategies and plans aligned with system releases, business process changes, and organizational needs.
- Create role-based training materials, user guides, job aids, quick-reference guides, and other learning content.
- Facilitate instructor-led, virtual, and hands-on training sessions for business and operational users.
- Support train-the-trainer activities and ongoing user enablement.
- Evaluate training effectiveness and gather user feedback to identify additional training or usability needs.
- Support change management and user adoption activities associated with new functionality and process changes.
- Facilitate stakeholder meetings, demonstrations, discovery sessions, and training workshops.
- Collaborate with cross-functional Agile teams and program leadership to coordinate HCD and training activities with delivery milestones.
- Bachelor's degree in Human-Computer Interaction, UX, Education, Communications, Information Technology, Business, or a related field, or equivalent experience.
- 7+ years of experience in Human-Centered Design, UX, training, organizational change, learning and development, or related areas.
- Experience leading user research, stakeholder engagement, workshops, and usability activities.
- Experience developing and delivering training for enterprise applications or complex business processes.
- Strong experience creating training materials, user guides, job aids, and role-based learning content.
- Excellent facilitation, presentation, communication, and stakeholder management skills.
- Experience working with Agile/Scrum software development teams.
- Experience supporting federal government or healthcare technology programs.
- Experience with CMS, Medicare, Medicaid, or Program Integrity environments.
- Experience with enterprise application modernization or digital transformation initiatives.
- Knowledge of Section 508 accessibility and usability principles.
- Experience with HCD/UX tools such as Figma, Miro, Mural, or similar platforms.
- Change Management, UX/HCD, Training, or Agile certification is a plus.
Compensation:
The expected compensation range for this position is $90,000 - $150,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
