Job Summary

The Utility Billing Supervisor will be responsible for supervising the billing technicians and administrative assistant for the Public Works office. They shall oversee all aspects of billing, procurement, and purchasing and any other office-related tasks. Other duties include responding to billing problems or complaints for individual accounts, maintaining and updating account and billing forms, ordering of office supplies/equipment, uniforms, and personal protective equipment.

Job Functions

An employee in this position may be called upon to do any or all of the following essential duties:

  • Supervision of billing technicians and administrative assistant
  • Interacts directly with customers on a regular and frequent basis (phone and in-person) manages escalated customer service and billing disputes or questions concerning department programs, delinquent and/or terminated accounts
  • Manages billing process from beginning to end including assuring schedules are maintained, applications are processed, delinquent cutoffs processed, door tags delivered, leak checks processed, adjustments and so forth
  • Oversees billing, purchasing, procurement, and other office related tasks
  • Assists in the hiring process and provides training of the billing technicians and the administrative assistant discussing job requirements and adjusting work assignments as needed
  • Responsible for reviewing water and sewer service account billing to ensure accuracy, collaborating with relevant departments to resolve discrepancies, and generating reports as needed to support billing operations
  • Performs field meetings with customers to discuss usage and concerns as needed
  • Performs the job functions of a billing technician or administrative assistant as needed
  • Investigates customer service account errors, guidelines, and procedures as needed, and works to correct such errors
  • Provides in-depth assistance to customers in understanding all aspects of their individual bill
  • Assists in the update of billing forms
  • Responsible for purchasing office supplies and equipment, procurement, and personal protective equipment
  • Other duties as assigned
Knowledge
  • Comprehensive knowledge of customer service goals and techniques
  • Utility billing operations and billing procedures
  • General knowledge of accounting practices
  • General knowledge of supervisory principles and techniques
  • Standard office practices and procedures
  • Experience in Word and Excel software
  • Experience in water and sewer billing or equivalent
