Description: The Program Analyst will lead and / or support all aspects of program management, to include schedule management, risk management, cost management, contract management, metrics definition and analysis, knowledge / documentation management, Integrated Product Team (IPT) management, and program reporting. The Program Analyst will engage with external and internal stakeholders. The Program Analyst possesses experience in leading and performing support activities throughout the program life cycle with focus on program execution, management controls, analyses, and reporting that contribute to product development, achievement of program milestones, and advising and informing leadership.

Essential Duties and Responsibilities
  • Advise leadership on current DoD policies and procedures to support program decisions and recommends strategies and techniques for successful conclusions
  • Lead / perform risk management, to include identifying, managing, assessing, and mitigating cost, schedule and performance risk, determining impacts across all program areas, and defining realistic burn-down plans
  • Lead / perform knowledge management (KM), to include documentation tracking, consistency, and repository management (e.g., SharePoint), process definition for standard operating procedures, and identification of internal and external best KM practices, to include establishing a framework to organize, capture, harness and exploit program information
  • Define program management performance measures and metrics, gather supporting data, and prepare associated status reports for leadership reviews
  • Integrate acquisition planning, requirements development, and resourcing into executable project plans, synchronized with the strategic vision
  • Apply acquisition and program management principles to support program planning throughout the program life cycle, to include supporting long range planning that will be the foundation for the program Strategic Plan, Program Objective Memorandum (POM) development process, and other time sensitive requirements
  • Prepare programmatic communications for leadership from program plan through execution
  • Lead Integrated Product Team (IPT) coordination, collaboration, and synchronization activities
  • Perform schedule management, to include managing / analyzing the critical path
  • Participate in reviews to assess alignment with program objectives and requirements and determine feasibility of execution within the defined program baselines; identify issues and concerns that warrant leadership action
  • Perform cross-functional analysis of life cycle costs across acquisition, and budget documentation
  • Review programmatic documents, prepare comments with rationale, identify key concerns with recommended action for resolution, and collaborate as necessary to ensure proper understanding
  • Establish Plan of Action & Milestones (POA&Ms), and prepare briefings to explain, defend, and advocate the program
  • Make recommendations regarding System Integrator (SI) performance that may impact incentive/disincentive criteria
  • Support contract management activities, to include applying policy, guidance, and expertise in contracting fundamentals, legal considerations, overhead management, contract pricing, source selection planning, contract status tracking and reporting, intellectual property rights, contract related documentation
  • Support Integrated Logistics activities, to include planning, integrating, coordinating, analyzing and evaluating plans in the areas of requirements, implementation approaches and strategies, program management, risk management, document development, program reviews, reporting, user collaboration, training, deployment, sustainment, and cost estimation
