Regulatory Compliance Specialist
At Portland General Electric (PGE), we are committed to building a cleaner, more sustainable future. This role focuses on the Trojan In‑Service Safety Function (ISFSI) and supports the licensing basis, regulatory compliance, and agency interfaces for nuclear facilities.
Responsibilities- Program Administration – Administers departmental programs, develops and implements procedures, ensures compliance with laws, and contributes to project planning, scheduling, risk management, and stakeholder communication.
- Licensing – Develops, maintains, and processes licensing documents, negotiates with authorities, monitors industry developments, proposes and implements process changes, and leads screenings (72.48) or evaluations.
- Compliance & Reporting – Collects, analyzes data, prepares reports for regulators and management, identifies trends, recommends remediation, maintains records, and delivers regulatory training.
- Emergency Response Planning – Plans, schedules, leads, and documents training drills; maintains the ISFSI licensing basis; prepares and tracks NRC submittals; supports 10

72.48 screenings; interprets and applies regulation. - Security & Quality Assurance – Supports security plan maintenance, emergency planning, radiation protection program interfaces, QA under

72 SubpartG, and environmental/NEPA obligations. - Agency Interface – Interfaces with NRC, state, and local agencies to coordinate audits, inspections, enforcement actions, and lead corrective actions.
- Bachelor’s degree in engineering, physical science, or a related field (or equivalent experience).
- Typically 10+ years of power plant experience with at least three years in nuclear power plants or equivalent technical program management.
- 3+ years of nuclear licensing experience at a nuclear facility, including NRC submittals/RAIs, technical writing, change control, and familiarity with Oregon laws.
- Direct ISFSI licensing experience (10

72) and prior interface with Oregon state agencies (OHA, OEM, DEQ) and local emergency planning authorities. - Experience with QA under

72 SubpartG and ANSI/ASME NQA‑1 programs. - Knowledge of NEI guidance and NRC regulatory guidance relevant to ISFSIs (e.g., RGs, NUREGs).
- Technical writing certifications, licenses, or training.
- Project Management Professional (PMP) certification – a plus.
- Professional Engineering (PE) certification – a plus.
- Procedure Professionals Association Writer Certification – a plus.
- Functional Competencies – Advanced knowledge of ISFSI structures; federal/state licensing and reporting;
Systematic Approach to Training (SAT); radiation protection; regulation of screenings/evaluations; program‑related activities planning. - General Competencies – Advanced analytical thinking, decision‑making, utility industry knowledge, interpersonal, presentation/facilitation, written/oral communication, safety leadership.
- Schedule & Attendance – Adherence to schedules, work long or variable hours, on‑call availability, reliable attendance, ability to work through inclement weather.
- Substantial cognitive load: logical/scientific thinking, problem solving, decision making, collaboration under stress, adapting to change, ownership of feedback.
- Physical capabilities: valid driver’s license required; occasional travel; can lift/push up to 10lb; ability to move on unstable surfaces, stairs, ladders.
