Overview
Seeking GS-1102 experienced Program Manager (preferably DoD contracting retirees) to provide cradle to grave contracts support for a federal agency with a medical mission supporting veterans and their families. The position is remote but may require the contractor to work in the office two days a week. Possible work locations include Fort Sam Houston, San Antonio, TX;
Falls Church, VA; or Rosslyn, VA.
Minimum experience:
15 years performing cradle to grave contracting with FAC-C III or DAWIA III certification and proven management experience supervising contracts personnel, including senior staff. A candidate who has possessed an unlimited warrant while serving a DoD agency is ideal. Experience with the Defense Health Agency is a plus. Retired GS-1102 senior contracts personnel with management experience and a successful history of acquisition requirements for federal agencies are encouraged to apply.
A Bachelor’s Degree is required. PMP certification is a plus. Acquisition management support shall conform to applicable Government regulations and policies including the Defense Federal Acquisition Regulation (DFAR). The ideal candidate will provide and/or assist in Acquisition Management and Policy Support as follows:
- Statements of Work/Specifications/Requirements Documents
- Acquisition Planning and Strategy Support
- Independent Government Cost Estimates (IGCE)
- Cost and Price Analysis
- Market Research and Market Surveys
- Industry Engagement
- Request for Quotes (RFQs) and Request for Proposals (RFPs) in accordance with the acquisition strategy and in coordination with the Contracting Officer
- Pre-Award Documentation and Source Selection
- Contract Award and Contract Administration including closeout
- New and revised policy, directives, operating procedures, manuals, instructions, and guidance
Ideal candidate will be easy to work with and comfortable using acquisition systems such as PD2 or other systems, as well as financial systems. Proficiency in software such as Microsoft Office (especially Excel);
Adobe Acrobat, SharePoint, etc., is a plus.
