Regulatory Compliance Specialist
Under general supervision, performs professional administrative and technical work to configure and administer the software databases and digital infrastructure used to track workplace environmental, health, and safety compliance. These systems will support the documentation of programs, policies, training, inspections, job safety analysis, incident investigation, and safe work procedures that support the Environmental, Health, and Safety Program for Spotsylvania County Community Operations.
Reports to the Director, Environmental, Health & Safety.
- Administers, maintains, and optimizes Environmental, Health, and Safety (EHS) software platforms, including but not limited to Novera Flex, SDS Online, Cal Amp, Neo Gov, and related systems supporting compliance and operational reporting.
- Analyzes safety and compliance data; monitors and reports key performance indicators (KPIs); and prepares reports and dashboards for internal stakeholders and regulatory requirements.
- Manages and monitors employee acknowledgment assignments, training assignments, completion status, due dates, and compliance requirements through electronic safety and learning management systems.
- Tracks and maintains incident reports, near-miss events, corrective actions, and case closure activities within the electronic EHS management system.
- Coordinates and supports inspection scheduling and task assignments through the safety management system for County facilities, parks, plants, vehicles, and operational programs, including Job Hazard Analyses (JHAs), Confined Space Assessments, Lockout/Tagout (LOTO) procedures and audits, Management of Change (MOC), and other Environmental, Health, and Safety initiatives.
- Conducts and documents driver record checks for Spotsylvania County Community Operations (SCCO).
- Conducts annual review of VA DMV CDL, DOT cards, FMCSA, and all related training records to ensure compliance with State and County policy.
- Supports the administration and maintenance of training records, retraining requirements, and compliance documentation through EHS software platforms and/or Neo Gov. Utilizes Cal Amp and related technology platforms to generate and distribute driver scorecards, fleet performance reports, and environmental and safety metrics on established reporting schedules.
- Tracks, maintains, and documents hazardous waste shipment records and associated regulatory documentation within EHS software systems for waste generated by SCCO operations.
- Participates in SPOT Team committee meetings to support continuous improvement efforts, including development and enhancement of forms, workflows, and processes within software platforms.
- Assists with preparation, administration, and monitoring of the Environmental, Health, and Safety budget, including tracking expenditures and program resources through EHS systems.
- Inventories and orders needed safety supplies as outlined in our safety supplies inventory.
- Serves as the document control coordinator for the EHS Manual and associated policies, procedures, forms, and process documentation to ensure version control, accessibility, and compliance.
- Performs other related duties as required.
Associate’s degree, with two (2) to five (5) years of experience with heavy emphasis on data analytics, database administration, and safety management systems.
Must possess and maintain a valid Commonwealth of Virginia driver’s license.
Employee shall complete the following minimum training:
- OSHA 10 within 60 days of hire
- First aid and CPR certification within 90 days of hire
- Understanding, or willingness to learn FMCSA, DOT, DMV, DEQ, and OSHA regulations and the practices and techniques relating to safety.
