TIVC is seeking a talented and seasoned Program Analyst to support our Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) contract. This is a contract position through our Joint Venture (TDX LLC) in support of our Federal Government customer.
Apply knowledge of DoD acquisition and lifecycle-management policies, procedures, and practices, including the DoD 5000-series acquisition framework, to support product development, production, fielding, and sustainment.
Support acquisition planning and execution and provide analysis and recommendations to assist Government leadership in developing and tailoring acquisition strategies.
Assist with the planning, development, refinement, initiation, and execution of program requirements, projects, procedures, and long-range plans.
Review, analyze, and evaluate program cost, schedule, technical performance, milestones, risks, and overall execution, identifying potential shortfalls and supporting development of corrective actions.
Construct, maintain, and analyze Integrated Master Schedules (IMS) and other program-management tools used to track milestones, dependencies, progress, and performance.
Support Planning, Programming, Budgeting, and Execution (PPBE) activities, as applicable, including Budget Estimate Submission support, Program/Budget Reviews, budget execution, resource tracking, and monitoring funds obligation and execution.
Assist Government leadership with Integrated Product Teams (IPTs), In-Process Reviews (IPRs), milestone reviews, program reviews, and other program-management forums.
Draft, review, coordinate, maintain, and update acquisition and program documentation, including staff action papers, studies, memoranda, information/issue papers, executive summaries, milestone packages, briefings, meeting minutes, schedules, and recurring reports.
Support the development and review of acquisition documentation and requirements, including performance specifications (P-Specs), Statements of Work (SOWs), and Contract Data Requirements Lists (CDRLs).Review and track contractor and program deliverables and identify incomplete, missing, unacceptable, or delayed deliverables for Government review.
Provide programmatic input supporting documents such as Life Cycle Cost Estimates (LCCE), Life Cycle Sustainment Plans (LCSP), Test and Evaluation Master Plans (TEMP), Systems Engineering Plans (SEP), and budget/spend plans, as applicable.
Support test and evaluation, contracting, procurement, logistics, engineering, and other acquisition-related activities by coordinating with appropriate functional stakeholders.
Identify, assess, track, and support mitigation of program risks, issues, opportunities, and action items.
Develop and deliver program-status information, analytical products, executive-level briefings, and recurring weekly, monthly, and annual reports.
Communicate programmatic issues, concerns, status, and recommendations clearly and professionally to Government leadership and other stakeholders.
