CMS Enterprise Strategy & Operations DirectorThe CMS Enterprise Strategy & Operations Director, Subject Matter Expert II (SME II), serves as a JBS subject matter expert and nationally recognized authority on federal health operations, enterprise transformation, organizational effectiveness, and CMS administration. The position provides consultation to federal agencies and JBS leadership, shapes strategic growth opportunities, guides solution development, and serves as the organization's highest-level subject matter authority in the practice area.
The SME II serves as JBS International’s trusted advisor for the Centers for Medicare & Medicaid Services (CMS) Enterprise Operations & Efficiency Blanket Purchase Agreement (BPA). This individual provides BPA-level strategic subject matter expertise, cultivates senior relationships across CMS and the Celerian Group, shapes competitive call order pursuits, and helps position JBS to deliver integrated enterprise operations support across the full scope of the vehicle.
This is not a traditional task order project manager role. The SME II operates at the portfolio and enterprise level, providing strategic direction, governance, quality oversight, and growth leadership while individual call orders are led by designated project managers.
This is a hybrid position requiring 2-3 days per week onsite at our headquarters in North Bethesda, MD.
ESSENTIAL JOB FUNCTIONS Executive Client Leadership and AdvisoryServe as a senior interface and trusted advisor to CMS leaders, bringing credibility, judgment, and a deep understanding of CMS operations, priorities, and decision-making environments.
Advise on enterprise transformation, operational effectiveness, strategic implementation, performance management, and cross-component coordination.
Lead or support executive briefings, governance reviews, strategic planning sessions, and high-stakes stakeholder discussions.
Translate federal mandates, Administration priorities, HHS direction, and CMS objectives into practical enterprise-level strategies and implementation approaches.
BPA Strategy, Governance, and Portfolio OversightEstablish and maintain the management framework for the BPA, including decision rights, escalation pathways, quality standards, risk visibility, and coordination across JBS, Celerian Group companies, teaming partners, and call order teams.
Provide senior oversight across the call order portfolio, comparable to a Practice Director or enterprise portfolio leader, without replacing the day-to-day authority of individual call order project managers.
Monitor portfolio performance, emerging risks, client priorities, and cross-order dependencies; elevate to the executive level when alignment or corrective action is required.
Promote consistent use of scalable program management, change management, continuous improvement, data, and performance measurement practices across the vehicle.
Ensure BPA-level delivery remains aligned with CMS expectations and JBS commitments related to quality, compliance, accessibility, security, and operational excellence.
Growth and Call Order CaptureSupport the BPA growth strategy and pipeline, identifying call order opportunities that align with JBS and Celerian Group capabilities.
Build relationships and maintain market awareness to anticipate CMS needs, shape solution strategies, and strengthen JBS positioning before call order release.
