Join our eConstruction team to identify ripe areas for no-code/low-code solutions, implement them, and present the changes statewide at Inspector Conferences. Then take a break and enjoy consistent daily tasks such as initializing projects, supporting users, and completing permissioning and annual license and user audits. Together with other team members, support statewide software project implementations and upgrades.

The selected candidate will be responsible for:

  • Quality Control: Support the assigned program in meeting annual federal strategy obligations by performing final evaluation, coordination, and revisions to contract documents prior to bid letting. Utilize sound engineering judgment and construction experience to ensure constructability and stewardship of funding appropriations. Initiate project-specific notes and special provisions; review and consult on corrections to specifications, standards, and design drawings.
  • Teamwork and Customer Service: Demonstrate customer service and professional work habits, coordinating information flow orally and in writing.
  • Analysis and Technical Reporting: Analyze and interpret engineering data, preparing complete, clear, and concise reports and recommendations.

    Activities:

    Plan, schedule, and coordinate engineering program activities to meet deliverables within the established scope and timeline.
  • Proposal Preparation: Analyze and evaluate preliminary plans, pay items, maintenance of traffic, construction sequencing, permits, and all other project documentation to advertise contracts. Identify omissions, discrepancies, errors, issues for clarification, and unnecessary items. Prepare construction estimates; authorize, correct, and direct changes to documentation. Apply engineering judgment to ensure cost-effectiveness and recommend design modifications. Inform management of major deficiencies and attend preliminary advertisement meetings to provide technical guidance.
  • Special Assignments: Manage special program initiatives and projects as assigned; represent VDOT or the assigned program on various committees and work groups.
  • Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects, ensuring compliance with state and federal laws and regulations.
  • Communication: Establish an effective line of communication between VDOT, contractors, government agencies, and the public, investigating issues and resolving complaints.
  • Project Engineering: Assist in managing projects and tasks, developing and managing scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, reporting updates on their status.
  • Proposal Coordination: Assist in developing or reviewing bid proposal components to create a comprehensive and legally binding contract between contractor and the State of Virginia. Generate price sheets for all project work, evaluate and assign major items, fuel adjustments, and price adjustments. Interpret, select, and initiate appropriate contract provisions for a broad spectrum of projects, including unique designs and specialized or experimental construction methods.

    Formulate time limits to minimize public inconvenience and maximize resource utilization, monitor project aspects, meet Final date to receive applicationss, identify formal revisions, and train new personnel on job duties.
Minimum Qualifications
  • Ability to read and comprehend plans.
  • Valid driver's license.
  • Skill in using computers and web-based applications.
  • Thorough knowledge of standard construction methods and procedures.
  • Ability to gather, analyze data, and prepare clear and concise technical reports.
  • Knowledge of construction specifications and contract provisions.
  • Knowledge of engineering procedures involving project management and design consultants.
  • Demonstrated ability to perform mathematical calculations.
Additional Considerations
  • A combination of training, experience, or education in Engineering or a related field is desired.
  • Extensive highway construction experience involving methods, cost estimation, and construction inspection work.
  • Engineering experience in a construction-related environment.
