The Opportunity

We are seeking a Senior Traffic Engineer (15–16+ years) to serve as a Technical Lead and Subject Matter Expert for complex transportation projects across the Hampton Roads / Coastal Virginia region
.

This role is for an experienced traffic professional who excels in high-volume, high-visibility public infrastructure work and is eager to lead technically challenging projects involving traffic operations, ITS, multimodal safety, and corridor performance
. This is a delivery-driven leadership role focused on technical excellence, mentorship, and agency trust.

Regional Project Focus (Coastal Virginia)

The Senior Traffic Engineer will provide leadership on projects such as:

  • Multimodal corridor improvements in high-traffic coastal environments
  • Adaptive signal systems and advanced signal timing
  • Traffic safety and operational studies for urban and suburban corridors
  • ITS, TSMO, and smart-infrastructure initiatives
  • Innovative intersection designs and interchange operations
  • Work zone traffic control in constrained, high-volume settings

This role is crucial in shaping how people move safely and efficiently through one of Virginia's most dynamic transportation markets.

Target Geography

This role is based in Virginia Beach / Hampton Roads

Candidates located in Richmond or Northern Virginia

What You'll Do
  • Lead traffic operations, safety, and mobility studies for public-sector transportation clients
  • Direct traffic analysis, modeling, and simulation for intersections, corridors, and interchanges
  • Utilize tools such as Synchro, Sim Traffic, VISSIM, VISUM, Trans Modeler, and HCS to evaluate system performance
  • Design and oversee traffic control devices including signals, signage, pavement markings, lighting, and work zone traffic control
  • Apply MUTCD, AASHTO, Highway Capacity Manual, and Highway Safety Manual standards
  • Manage project scopes, budgets, schedules, and QA/QC
  • Serve as a senior technical authority and mentor for engineering staff
  • Coordinate with roadway, planning, structural, and ITS teams
  • Support proposal development and technical interviews as needed
Required Qualifications

Education & Licensure

  • Bachelor's degree in Civil Engineering (ABET-accredited)
  • Active Professional Engineer (PE) license required
  • PE in North Carolina, Maryland, or another U.S. jurisdiction acceptable with the ability to obtain Virginia licensure by comity

Experience

  • 15–16+ years of progressive experience in traffic engineering, traffic operations, ITS, or transportation systems
  • Proven delivery experience for VDOT, local municipalities, counties, or MPOs
  • Demonstrated ability to lead complex, multi-disciplinary transportation projects
Technical Expertise
  • Strong knowledge of MUTCD, AASHTO, Highway Capacity Manual, and Highway Safety Manual
  • Traffic modeling and simulation experience (Synchro, Sim Traffic, VISSIM, VISUM, Trans Modeler, HCS)
  • Experience with Micro Station and/or Open Roads (AutoCAD acceptable depending on background)
  • Solid understanding of traffic control device design and work zone traffic control
Preferred Qualifications
  • PTOE (Professional Traffic Operations Engineer) certification
  • Experience with ITS, TSMO, ATMS, adaptive signal systems, managed lanes, or smart-city infrastructure
  • Familiarity with VDOT processes, manuals, and locally administered projects
  • Experience mentoring junior and mid-level engineers
Licensure & Comity Support
  • Licensure by comity is supported
  • North Carolina PEs are strongly encouraged to apply
  • Candidates must be willing to pursue Virginia PE licensure within approximately 6 months of hire
  • Candidates must be authorized to work in the U.S. without sponsorship
