This role is Operations Research Analyst - Level 2 or Level 3 with a preferred location of Redondo Beach CA; other major Space Sector locations may be considered. This position can be filled at either Level 2 or Level 3.
Responsibilities- Lead data (internal research) driven costing strategies, analysis and solutions for complex capture and business shaping efforts.
- Develop estimating factors, regression analysis and estimating relationships from company data.
- Support Analysis-of-Alternatives (AoAs), Business Case Analyses (BCAs), affordability initiatives, should-cost exercises, engineering trade analyses and Design-to-Cost (DTC).
- Initiate and lead cost studies to generate metrics and analysis for business use.
- Organize and estimate new efforts generating ROMs, BPEs, or cost targets for large/complex efforts.
- Perform data collection, normalization, and analysis.
- Utilize proprietary and commercial models and software tools.
- Provide data visualization and relational analysis.
- Develop and manage relationships with technical (engineering) staff.
- Support the Sector historical cost and technical database.
- Identify and evaluate risk and opportunities in cost estimates, terms and conditions, and all other business management related functions.
- Support and assist Independent Cost Evaluations (ICE) in support of the company-wide governance and risk management process.
- Other duties as assigned.

Basic Qualifications- Level 2:
Bachelor’s degree with 2+ years of professional experience in Cost Modeling and Data Engineering – OR – Master’s degree with 1+ years of professional experience in Cost Modeling and Data Engineering. - Level 3:
Bachelor’s degree with 5+ years of professional experience in Cost Modeling and Data Engineering – OR – Master’s degree with 3+ years of professional experience in Cost Modeling and Data Engineering. - Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
- Excellent communication skills, both written and verbal, with the ability to inform, present, negotiate and problem solve with a wide range of functions and people.
- Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access. US Citizenship is a prerequisite.
- STEM (Science, Technology, Engineering or Math) degree preferred.
- Demonstrated experience in business management and labor and non-labor cost estimating.
- Experience working in space systems programs.
- Experience with parametric estimating techniques and principles.
- Experience using industry tools such as SEER, Crystal Ball, ACE-IT, USCM.
- Advanced Excel skills and experience with data visualization tools, e.g. Tableau and/or Power BI.
- Experience with languages and tools such as R, Python, ML models, etc.
