Environmental Analyst

The Department of Public Works, Environmental Management Division seeks an Environmental Analyst to join a multidisciplinary team responsible for implementing water quality programs and watershed improvement projects. This position plays a key role in ensuring compliance with the Chesapeake Bay Preservation Area program and the County’s Municipal Separate Storm Sewer System (MS4) permit.

The Environmental Management Division is an award-winning team that plans and delivers watershed improvement projects, including stream restorations, outfall restorations, stormwater retrofits, and other best management practices designed to protect and restore water quality.

About This Role:

You will serve as a project manager and technical contributor supporting the planning, design, implementation, and monitoring of water quality improvement projects. The Environmental Analyst works collaboratively with internal staff, consultants, contractors, other County agencies, and external partners to advance the County’s water quality goals. In addition, you will provide support in the implementation of environmental programs and initiatives, including compliance with the County’s MS4 Permit and the Chesapeake Bay Preservation Area program.

Responsibilities include overseeing projects from feasibility and planning through design and construction, providing technical reviews and regulatory coordination, conducting field investigations and post-construction monitoring, and tracking and reporting pollutant reduction credits for MS4 compliance. You will also contribute to program development, public outreach, and capital improvement program planning.

Key Responsibilities:

• Manage the implementation of water quality improvement projects, including stormwater retrofits, stream restorations, outfall restorations, and structural litter controls, from feasibility through construction.
• Perform project management functions such as consultant and contract management, budget development and tracking, schedule coordination, and grant administration.
• Review Chesapeake Bay Preservation Area (CBPA) submissions, including Perennial Flow Determinations, Preservation Area Site Assessments, and Water Quality Impact Assessments.
• Coordinate enforcement, mitigation, and compliance actions related to Resource Protection Area requirements and conduct outreach to landowners and communities regarding restrictions and best management practices.
• Review rezoning and other land use cases for environmental elements, as requested.
• Serve as part of the County’s MS4 Permit compliance team, implementing required program elements related to public education and outreach, Chesapeake Bay TMDL, and Local TMDL compliance.
• Prepare watershed studies and conduct field investigations to identify, assess, and prioritize water quality needs and projects.
• Conduct post-construction monitoring, prepare technical reports, and track nutrient and sediment reduction credits for MS4 and Chesapeake Bay reporting.
• Assist with long-range planning and prioritization of projects for the Capital Improvement Program and annual budget development.
• Assist in preparing grant applications.

Minimum Requirements:

High school diploma or G.E.D. and 5 years of experience implementing water quality improvement projects, such as stormwater retrofits, stream restorations, outfall restorations, or structural litter controls.

Preferences:

• A bachelor’s degree in environmental science, ecology, natural resources management, environmental engineering, or related field.
• Experience managing environmental projects, with the ability to lead projects from start to finish.
• Knowledge of Resource Protection Areas, stormwater management, watershed restoration, or water quality best management practices.
• Field experience conducting ecological assessments, including post- restoration monitoring and reporting, and wetland delineations.

Work Schedule:

Monday through Friday, 8:30am to 5:00pm

Hiring Salary Range:

$70,921.50 - $97,968.00
