Project Manager - Water​/Wastewater

A respected civil and environmental engineering consultancy is seeking an experienced Water / Wastewater Project Manager to support the delivery and growth of municipal infrastructure projects across Virginia and the wider Mid-Atlantic region.

This role is well suited to a client-facing engineer who enjoys managing technical delivery while building trusted relationships with municipalities, utility authorities, and public-sector clients. The successful candidate will lead a variety of water and wastewater infrastructure projects, including collection and distribution systems, pump stations, force mains, utility rehabilitation, treatment facility upgrades, and capital improvement programmes.

The position offers the opportunity to take ownership of projects from early planning and feasibility through design, permitting, bidding, and construction-phase support. You will work closely with multidisciplinary engineering teams, regulatory agencies, and long standing clients to deliver practical, resilient, and cost-effective infrastructure solutions.

• Manage municipal water and wastewater projects from planning through construction support
• Lead project scopes, schedules, budgets, deliverables, and technical quality
• Serve as a trusted point of contact for municipal clients, utility authorities, and regulatory stakeholders
• Oversee design work for water distribution, wastewater collection, pump stations, force mains, and treatment-related infrastructure
• Coordinate multidisciplinary teams, including engineers, designers, subconsultants, and technical specialists
• Review engineering reports, design drawings, specifications, cost estimates, and permit packages
• Support regulatory approvals and coordination with local, state, and federal agencies
• Mentor junior engineers and support technical development across the team
• Prepare proposals, scopes of work, fee estimates, and contract amendments
• Contribute to client development, repeat business, and long-term growth within the water / wastewater market

• Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related discipline
• 8+ years of experience in water / wastewater engineering, municipal infrastructure, or utility design
• Professional Engineer license preferred;
  Virginia PE or ability to obtain through reciprocity is strongly preferred
• Demonstrated experience managing projects, clients, budgets, schedules, and technical deliverables
• Strong understanding of water distribution, wastewater collection, pump stations, force mains, and/or treatment facility projects
• Experience working with municipal clients, utility authorities, or public-sector infrastructure programmes
• Familiarity with Virginia permitting, utility standards, and regulatory processes is highly desirable
• Strong communication skills with the ability to manage client expectations and internal project teams
• Commercial awareness, including experience supporting proposals, scopes, and fee development

• Experience with Virginia DEQ, VDH, local utility authorities, or municipal permitting processes
• Background delivering capital improvement, asset renewal, or infrastructure rehabilitation projects
• Proficiency with AutoCAD Civil 3D, hydraulic modelling tools, or related engineering software
• Experience contributing to business development, client presentations, and strategic market growth
