Summary
The Manager of System Operations is a key member of the Engineering & Operations team and is responsible for all operational functions within the operations center and shared responsibilities within the Cooperative regarding system reliability, restoration, dispatching, and monitoring load control.

Responsibilities
- Monitor all disaster recovery and emergency plans related to ensuring the integrity of service to Cooperative members.
- Manage and operate a fully functional, 24 hours a day, 7 days a week, 365 days a year operations center.
- Maintain proper dispatch office staffing to accommodate any/all situations. Evaluation shall consider the magnitude of the event and whether additional system operators located in the system operations center will be sufficient to manage the recovery effort.
- Supervise system operators and coordinate restoration efforts that can be accomplished centrally by system operations.
- Assist System Engineering and Technical Services in field support functions.
- Perform field inspections/operations of substation and switching station equipment.
- Responsible for reliability and system performance reporting in order to maintain RUS compliance.
- Coordinate with Engineering and Operations Managers for after-hours activation of district offices during major events. Provide staffing and support with system operators via the system operations center, and system operators onsite at the activated district office as needed.
- Maintain effective and frequent communication with Line Superintendents, Manager of District Operations, Manager of Distribution Systems, Manager of External Affairs, and the Vice President of Operations.
- Operating a central dispatch for all crews and personnel.
- Operate and interrogate the SCADA system.
- Maintain lock-out tag-out control for all substation and mainline sectionalizing devices, including maintaining a daily log for devices and abnormal states, and ensure devices are left in their abnormal status.
- Develop and maintain up-to-date operational procedures and documentation (overhead and underground operations manual) for the electric system.
- Stay abreast with all software associated with SVEC operations (Data Voice, IMS, Data Voice IVR, Partner Map Viewer, Clevest, Tait Radio, Siemens SCADA, DTN Weather Service).
- Coordinate closely with the engineering and operations managers and perform annual switching/tagging review with all engineering and operations employees.
- Review, complete, monitor, and correct daily outage logs, daily substation logs, substation inspection reports and load management reports.
- Monitor daily ODEC load information and work closely with System Engineering and Technical Services on load control recommendations, procedures, and implementation. Coordinate with other cooperatives within the state, ODEC, and consultants as necessary to ensure that SVEC is in load control during the monthly peak.
- Ensure all record keeping associated with load control is completed and that the peak is tracked.
- Develop and/or assist in writing all system switching orders. Verifying accuracy in procedures and responsible for distribution to review group. In addition, responsible for the safe implementation of the switching procedures.
- Responsible for coordinating activities on the transmission system with DE, FE, and other utilities.
- Maintain point of contact for all EOCs and 911 centers on SVEC system.
- Coordinate emergency procedures with DE, FE, and PJM during transmission system events. Along with performing semiannual drills for SVEC and testing of system operators for these events.
- Assist in special projects as necessary.
Education and Experience
- Bachelor’s degree in management, engineering, business or related experience and/or training or equivalent.
- Minimum 10 years’ experience in a distribution utility with cooperative utility experience preferred.
- 5 years of supervising and managing processes within a distribution utility preferred.
- Extensive knowledge of line equipment, materials, protective equipment, and construction equipment in an electric utility environment.
