Job SummaryUnder limited supervision, performs advanced financial, economic, and policy analysis. This role supports executive decision‑making by developing complex financial models, preparing in‑depth analyses, and presenting findings in a clear and actionable manner. The position also plays a key role in the County's capital financing strategy, debt management, and compliance with municipal financial regulations. Reports to the Director of Budget.
Responsibilities- Conducts advanced financial and economic analysis, including scenario modeling, forecasting, and preparation of clear written and verbal presentations for leadership and other audiences.
- Supports capital financing activities by working with the CFO and financial advisors to secure funding, track capital project revenues, process bond draws, and maintain data for ongoing debt policy evaluation.
- Ensures compliance with federal and state regulations governing municipal debt, including tax‑exempt financing requirements, and completes all required MSRB disclosures.
- Researches financial, legislative, and operational data to prepare revenue projections, assesses the fiscal impact of state and federal actions, and supports long‑range planning.
- Monitors economic and financial trends and recommends improvements to County fiscal policies and analytical practices.
- Provides financial analysis and guidance to County departments and participates in public meetings and hearings related to the budget, CIP, and other financial issues.
- Performs special projects, typically financial in nature, with minimal supervision.
- May supervise Budget Analysts by assigning tasks, reviewing work, and supporting staff development.
- Performs other related duties as assigned.
Bachelor's Degree in Business Administration, Finance, Accounting, Economics, or a closely related field, and at least seven (7) years of progressively responsible experience in the public sector financial field with emphasis on financial analysis, budgeting, and forecasting; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities in a public sector setting.
Special Requirements- Considerable knowledge of public finance administration and of budget development, analysis, and reporting.
- Considerable knowledge of standard research techniques, methods, and procedures.
- Considerable knowledge of federal, state, and local laws and policies concerning County fiscal operations.
- Considerable knowledge of financial concepts, principles, and practices as applied to local government.
- Considerable knowledge of the operations of County government.
- Considerable knowledge of County rules and regulations regarding the budget and fiscal practices. Works independently with limited supervision.
- Ability to prepare and submit clear, complete, and concise reports and maintain high standards of accuracy in exercising duties and responsibilities.
- Ability to establish and maintain effective relationships as necessitated by work assignments.
- Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
- Ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments, and/or directions from superiors.
- Ability to read manuals, codes, guidelines, reports, budgets, etc.;
Ability to prepare budgets, statistical analyses, etc., other required reports and information, using prescribed format and conforming to all rules of punctuation, grammar, diction, and style. - Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
