AboutOur Opportunity
The Nova Scotia Department of Finance and Treasury Board is seeking an experienced professional as a key member of its Liability Management and Treasury Services (LMTS) team. Reporting to the Managing Director, the Director, Cash Management and Banking Services will draw on their treasury management, capital markets, asset management experience and expertise to collaboratively develop, recommend and implement comprehensive strategies and policies for treasury services, managing and overseeing the cash management and banking services functions within LMTS, on behalf of broader Government.
The incumbent provides leadership to the cash management and banking services team, developing comprehensive banking and cash management policies and procedures. The Director is responsible for day‑to‑day operations including accurate cash forecasting, effective banking services, and an optimal money market program. The incumbent determines, analyzes, and manages financial and operational risks related to cash management and banking services ensuring operations are effective and well controlled.
The Director strategically negotiates and manages banking and merchant agreements while assessing partnership results.
The position provides ongoing advice, leadership, and technical authority to government entities with respect to cash management and banking services. Through in‑depth knowledge of banking, capital markets and treasury operations, the Director modernizes operations and capitalizes on acceptable opportunities.
Primary Accountabilities- Lead and oversee cash management and banking operations, ensuring effective stewardship of public funds, strong internal controls, and alignment with debt management strategy. Develop policies, procedures, and reporting for senior leadership and oversight bodies.
- Direct cash flow forecasting and liquidity management, including daily, monthly, and annual projections. Oversee efficient movement of funds, payments, and treasury systems while ensuring sufficient liquidity to meet operational and debt obligations.
- Manage short‑term investment and borrowing programs, including money market, fixed income, and foreign exchange transactions. Assess and mitigate financial risks to optimize returns and maintain stability.
- Oversee provincial banking services, including negotiating and managing banking and merchant agreements. Drive efficiencies, optimize banking structures, and ensure high‑quality, cost‑effective services.
- Build and maintain strong relationships with internal stakeholders, financial institutions, and regulatory bodies. Monitor market trends and identify opportunities to enhance treasury operations and manage risk.
- Provide strategic guidance and technical expertise on cash management and banking services across government, supporting modernization initiatives and risk management.
- Lead, develop, and support a high‑performing team, fostering an inclusive, engaged workplace aligned with corporate HR practices.
- Support special projects and provide senior‑level financial expertise as required.
