Job DutiesAbout the Position:
- Preparing and auditing VSP’s Federal grant financial statements and reports.
- Preparing reports in compliance with cognizant agencies Federal Guidelines and all state and Department regulations.
- Monitoring, evaluating and analyzing expenditures, revenue and fund balances for assigned programs.
- Managing state accounting systems to execute program receivables and payments.
Knowledge:
- Generally Accepted Accounting Principles (GAAP), Generally Accepted Governmental Auditing Standards (GAGAS), and Governmental Auditing Standards Board (GASB).
- Policies, procedures and regulations related to government accounting and financial operations, including grant management, administration and reporting.
- Fund accounting concepts.
- General ledger accounts, statistical and financial analysis, and financial management.
- Cost centers.
Skills:
- The use of personal computers and using Microsoft Office applications.
Abilities:
- Accurately analyze, reconcile and report complex financial data.
- Read and interpret contracts.
- Monitor budgets and fiscal actions.
- Communicate effectively both orally and in writing.
- Establish and maintain effective working relationships with other employees and provide professional service to the Department and general public.
- Work independently and as part of a team.
- Comprehend and apply State Commonwealth Accounting Policies and Procedures (CAPP) Manual compliance regulations.
- Graduation from high school or equivalent.
- Experience and training in Accounting, Finance, or Business Management preferred.
- Experience using ORACLE E-Business Suites; and the Commonwealth's software applications such as Cardinal preferred.
