Lead Budget Analyst Richmond

The Lead Budget Analyst serves as a senior budget professional within the Department of General Services Office of Budget in Richmond, Virginia. This role manages the full budget process for assigned DGS funds, provides training and guidance to other Budget Analysts, oversees monthly expenditure and revenue forecasting, and leads Internal Service Fund submissions. The position serves as backup to the Chief Budget Officer and requires considerable experience with complex financial analysis, public sector budgeting, and fiscal management.

• Experience providing leadership and training to staff on complex budgets or financial projects
• Considerable experience with financial and budget management, including general and non-general funds
• Strong analytical skills with ability to analyze financial data, trends, and forecasting revenue and expenditures
• Extensive knowledge of fiscal standards, accounting, reporting, and budgeting procedures
• Exceptionally strong skills in automated spreadsheet applications and financial software systems
• Demonstrated ability to establish and improve financial processes, systems, and internal controls
