As an Emergency Communications Technician II, you are the primary dispatcher in the Public Safety Communications Center (PSCC) at Ronald Reagan Washington National Airport. You receive, create, and relay emergency and non‑emergency calls, operate Computer‑Aided Dispatch (CAD), manage Virginia Criminal Information Network (VCIN), Police Radio Dispatch, and Fire & Rescue Dispatch, and coordinate with police, fire, and EMS units across airport locations, Dulles Toll Road, Access Road, and mutual aid jurisdictions.
GeneralResponsibilities
- Take and process incoming 9‑1‑1 calls, including emergency and non‑emergency service requests.
- Enter calls into CAD and enter/clear VCIN and NCIC data as required.
- Dispatch police, fire, and EMS units in accordance with operational needs and priority.
- Maintain constant contact with dispatched units, relay information, and provide real‑time updates via radio and telephone.
- Coordinate mutual‑aid responses with participating jurisdictions.
- Perform administrative tasks such as preparing logs, retrieving data from national law‑enforcement databases, and generating reports.
- Monitor Airports Authority security systems, respond to level‑one alarms, perform camera review, and initiate police response when necessary.
- Operate and perform routine maintenance on public‑safety communication equipment and general office equipment.
- Attend in‑service, mandatory, basic, advanced, and specialized training; acquire and maintain required credentials.
- Provide excellent customer service to internal personnel, external partners, and the traveling public.
- Deliver credible testimony in court and perform multi‑tasking under stressful, fast‑paced conditions.
- Two years of progressively responsible experience as a public‑safety dispatcher within the last five years.
- Ability to obtain and maintain certification as a VCIN Operator within six months of hire.
- Proficiency reading and interpreting maps to direct dispatched units and answer caller inquiries.
- Knowledge of policies and procedures for dispatching police, fire, and EMS units, including basic terminology and mutual‑aid procedures.
- Skill in operating public‑safety communications equipment, including two‑way radios, 9‑1‑1 telephone system, and CAD.
- Problem‑solving skills to analyze information, make recommendations, and resolve issues efficiently.
- Computer skillset focusing on CAD systems, databases (NCIC, VCIN), and modern office suite software.
- Ability to work an essential/emergency personnel schedule (weekday shifts, weekends, holidays, inclement weather, and emergency callbacks).
- English proficiency, speaking and writing effectively in a clear, professional tone, including safe communications.
- Ability to pass an online, computer‑administered skills test, a psychological examination, and a comprehensive medical exam (including drug screening, vision, etc.).
- Successful completion of the 80‑hour Commonwealth of Virginia Telecommunication course.
- Certification as a NCIC/VCIN Operator.
- Experience as a public‑safety dispatcher (police/fire/EMS) and use of emergency communications equipment.
- Demonstrated ability to read and interpret maps.
- National Incident Management System (NIMS) 100‑Series Police/Fire training from FEMA’s Emergency Management Institute.
- Certification in cardiopulmonary resuscitation (CPR) and Automated External Defibrillation (AED) from the American Heart Association (AHA) or equivalent.
- Virginia Certified Emergency Communications Officer.
- Bachelor’s degree in an emergency services field.
- High school diploma or a Certificate of General Educational Development (GED).
- Certification as a VCIN Operator or obtain/recertify within six months of hire.
- Works rotating shifts, weekends, holidays, and during special airport events or inclement weather.
- Participation in shift bids conducted three times a year, with placement based on seniority.
