Environmental Codes Administrator

Under limited supervision, performs advanced-level supervisory and administrative work overseeing the County’s environmental inspection program within the Virginia Erosion and Stormwater Management Program (VESMP).

Position is responsible for leading and managing inspection operations through the Inspection Supervisor, ensuring consistent and defensible enforcement of environmental regulations, and supporting overall program implementation. Employee provides operational leadership of field activities, including quality assurance of inspections and enforcement actions, coordination with plan review functions, and oversight of complex or escalated code compliance cases.

Position leads resolution of complaints and recurring compliance issues, including situations involving ongoing disputes or attempts to negotiate permit requirements, ensuring consistent application of approved plans, permit conditions, and regulatory standards. Employee exercises independent judgment in the application of established policies and procedures, provides technical guidance to staff, and ensures alignment between approved plans, field conditions, and regulatory requirements.

Position operates at a high level of responsibility with a focus on program consistency, accountability, and effective coordination across functional areas, while escalating policy-level determinations to the Director. Reports to the Director of Environmental Codes.

• Supervises and directs the Inspection Supervisor, including setting expectations, evaluating performance, and ensuring consistency in inspection and enforcement activities.
• Oversees the daily operation of the environmental inspection program, including workload distribution, inspection quality, and enforcement consistency.
• Reinforces supervisory structure by ensuring all inspection-related direction flows through the Inspection Supervisor.
• Assists the Director of Environmental Codes in the coordination and implementation of the Virginia Erosion and Stormwater Management Program and related environmental programs.
• Reviews redline changes and plan amendments resulting from active construction violations and coordinates with the plan review team, as needed, to ensure consistency with approved plans and regulatory requirements.
• Coordinates closely with the Environmental Planner to ensure alignment between approved plans and field implementation.
• Serves as a point of contact for resolving procedural and coordination issues between inspection and plan review functions.
• Reviews inspection reports, enforcement actions, and documentation for accuracy, completeness, and regulatory compliance.
• Reviews complex or escalated environmental cases for consistency and completeness before final determination.
• Ensures consistent application of erosion and stormwater regulations across all inspection staff.
• Supports enforcement coordination by reviewing cases for documentation quality and regulatory alignment before escalation.
• Provides technical guidance to staff on the interpretation and application of erosion, stormwater, and environmental regulations.
• Provides technical guidance to inspection staff on field application of codes; escalates complex or precedent-setting issues to the Director.
• Provides limited code interpretation guidance; escalates policy-level determinations.
• Assists in the development, implementation, and refinement of standard operating procedures (SOPs) to improve program efficiency and consistency.
• Identifies trends, recurring compliance issues, and operational gaps; recommends process improvements.
