Job Description General Definition and Conditions of WorkPerforms difficult professional and administrative work including a variety of complex duties originating and leading Human Resources policy and procedure guidance to the RSW Regional Jail providing practices and objectives that will ensure an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity, and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. Work is performed under the general supervision of the Deputy Superintendent.
EssentialFunctions / Typical Tasks
- Administers various employee benefit programs, such as group insurance, life, medical, and dental, accident and disability, insurance, pensions, investments, and savings; and health maintenance organizations;
- Advertises and updates job posting platforms and actively sources potential candidates via resume searches and outreach initiatives;
- Participates in recruitment events and job fairs;
- Screens application forms, answers questions related to compensation and benefits, schedules interviews for potential recruits;
- Conducts new employee background checks: preliminary criminal history and driving history checks, schedules physical/drug screens, locality checks requests, and financial checks;
- Schedules new employee orientations;
- Oversees and administers leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and short-term or long-term disability plans;
- Works with the employees and VAcorp to handle Worker’s Compensation claims;
- Provides benefit orientations, enrollments, claims processing, and self-billings of insurance. Process and maintain all status reports and pay changes, both on computer and paper systems;
- Prepares and maintains employee files, assuring accuracy, compliance, and confidentiality. i.e.: unemployment claims, verifications, I9 status, and State regulations;
- Designs and updates job descriptions;
- Updates and maintains employee files regarding the tracking of raises and entering of benefit deductions or additions in the company payroll system;
- Handles and coordinates all employee incentive programs;
- Enters deductions, rate changes, transfers, etc. into the company payroll system in preparation for the payroll process;
- Prepares and maintains reports and forms;
- Assists employees in filing health, dental, life, and all other related and deferred benefit claims;
- Implements new benefit programs; arranges and conducts employee information presentations and enrollments;
- Verifies the calculation of the monthly premium statements with the Finance Manager for all group insurance policies. Resolves administrative problems with the carrier representatives.
- Assists the Finance Manager in obtaining statistics and information in the renewal process of any Health, Life, and Retirement plans that benefit the company.
- Prepares and sets up meetings designed to help employees obtain information and understand company benefits and other related incentive programs.
- Acts as the clerk to the RSW Authority Board and committees.
- Prepares the agendas, minutes, and any other necessary documentation for the meetings of the RSW Authority and Finance and Personnel Committee.
- Maintains up-to-date documentation on the agency website for the RSW Authority and Finance and Personnel Committee.
- Maintains the RSW website.
- Performs related tasks as required.
- Performs all duties in accordance with RSW Policy and Procedures, Board of Local and Regional Jails standards, PREA standards, and all regulations as directed.
- Performs all duties in compliance with all Federal, State, and Local Laws.
