Reynolds is one of the largest community colleges in Virginia and serves Virginia’s capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance. The Chief Technology Officer (CTO) provides visionary leadership, strategic direction, and operational oversight of the college’s technology infrastructure, systems, and digital transformation initiatives. This position is responsible for developing and executing technology strategies that support teaching, learning, research, and administrative excellence—while ensuring cybersecurity, data integrity, and the ethical use of artificial intelligence (AI). The CTO leads the college’s efforts to integrate AI technologies, digital tools, and emerging innovations that enhance learning environments, improve operational efficiency, and advance institutional goals.
This role requires both strategic foresight and hands-on technical expertise to align technology investments with the college’s mission and the Virginia Community College System’s (VCCS) priorities. This position will provide collaborative regional leadership within the VCCS One System framework by partnering with the VCCS CIO to align technology strategy and governance with enterprise priorities, advance shared solutions and operational efficiencies, promote innovation and best practices, and strengthen service quality, security, modernization, and fiscal stewardship across the system.
This position will represent the college in systemwide IT governance by actively participating in the Technology Leadership Council (TLC) and also includes a dual reporting relationship to the college Vice President of Strategy, Innovation, and Technology and a dotted-line relationship to the VCCS CIO.
- Master’s degree in computer science, information technology, data science, or a related field.
- Demonstrated success in strategic planning, enterprise systems management, and digital transformation.
- Experience participating in capital and renovation projects involving IT infrastructure design and implementation.
- Proven leadership and team development abilities.
- Expertise in information systems architecture, cybersecurity, IT service management, and lifecycle replacement planning.
- Knowledge of AI technologies, data governance, and ethical AI implementation.
- Experience leading or integrating artificial intelligence, data analytics, and technology modernization initiatives.
- Higher education or public-sector technology leadership experience.
