Works is looking for a Technical Lead to join our Team. This Technical Lead role is the technical authority anchor of the program. Not a manager of people in the traditional sense, but the senior architect who makes the calls that keep three concurrent work streams from colliding. The person in this role works closely with Agency's Enterprise Architecture, CDO, and ISSO teams — exposure to Federal IT architecture at a serious mission-impact level, Key Personnel designation, strong technical bench reporting through the workstream leads.
We are looking for someone with recent experience working with Federal Agencies especially TSA, DHS or DoD.
Role PurposeThe Technical Lead holds technical authority across all contract work streams (Enhancement, O&M, Program Management). This person chairs the internal Configuration Control Board (CCB), arbitrates resource trade-offs when Enhancement and O&M demand the same engineers, signs off on every Preliminary Design Review (PDR) and Critical Design Review (CDR), and serves as the single contractor voice into Agency's IT Enterprise Architecture, the Chief Data Officer (CDO), and the Information System Security Officer (ISSO).
They partner with the Program Manager on QASP, KPP tracking, and CPARS technical content.
- 10+ years technical leadership experience on Federal IT contracts, ideally including DHS or TSA.
- Demonstrated ability to lead architectural decisions across multiple concurrent work streams (e.g., enhancement releases running parallel to steady-state O&M).
- Direct experience chairing technical governance forums (CCB, PDR, CDR) — should have signed off on or chaired at least 10+ design reviews in their career.
- Strong systems‑thinking and ability to translate Government Statement of Objectives language into technical work streams.
- Excellent collaboration with Federal Enterprise Architects, CDOs, and ISSOs — should have direct prior experience interfacing with at least one of these three Government roles.
- Hands‑on credibility in at least one of:
Java/Spring architecture, SQL Server data architecture, microservices/API design, or Dev Sec Ops platforms. - Experience with the SELC (System Engineering Life Cycle) deliverable set: PDR, CDR, SDD, DDD, TCD, RVD, DMP, TEMP.
- Prior experience on STIP or TSA platforms.
- Background in transportation security domain (TSE integration, passenger segmentation, threat detection).
- Active participation in Federal IT architectural standards bodies (FEAF, TOGAF community).
Preferred: TOGAF Certified; AWS / Azure Solutions Architect (Professional level); ITIL Foundation;
Certified Scrum Master or SAFe Agilist (for SAFe‑at‑scale facilitation credibility)
