Project Manager will provide oversight for the design, configuration, staff training, and implementation of VBOA’s replacement licensing and management system, and support the steps required by Virginia Information Technology Agency (VITA). Project management activities include leading team members through process mapping and requirements gathering, serving as the day‑to‑day point of contact, overseeing system implementation phases, user acceptance testing, deployment readiness, and final implementation.

Additional responsibilities include change management, vendor management, project closeout, maintaining project time frames, budgeting estimates, and status reports for executive management and the board.

• Strong background in planning, executing, and managing cloud-hosted SaaS implementation projects (10+ years experience).
• Analytical and organizational skills: ability to analyze complex problems, organize priorities, and make sound decisions under pressure (10+ years experience).
• Leadership and change management: proven capability to lead cross‑functional teams and drive adoption of new approaches, systems, and methodologies (10+ years experience).
• Requirements management: extensive experience guiding business and IT stakeholders through discovery and documentation of business and technical requirements (10+ years experience).
• Project management methodologies: deep knowledge of Agile and Waterfall principles, with hands‑on experience running Scrum, Kanban, and Waterfall projects (10+ years experience).
• Vendor management: skilled in collaborating with vendors and overseeing successful implementation of vendor solutions (10+ years experience).
• Certification:
  Active PMP certification from PMI.
• Knowledge of current Commonwealth of Virginia policies, standards, procedures, and practices, particularly those related to VITA.
