The Naval Criminal Investigative Service (NCIS) has approximately 2,000 personnel, with 700 at HQ and the rest at offices worldwide. NCIS is the Department of the Navy component responsible for criminal investigation, law enforcement, counter‑terrorism, counter‑intelligence, and cyber matters.
Responsibilities- Create dynamic web pages using HTML, Oracle , Oracle webforms and Oracle Apex
- Maintain existing Oracle packages, Oracle webforms and Oracle Apex
- Create and maintain Oracle tables
- Design and maintain Oracle packages
- Patch Oracle systems as required
- Upgrade Oracle systems as required
- Monitor Oracle environments
- Create and maintain procedures to Create, Read, and Delete critical data
- Manage data migration, including migration plan, cleansing, transformation, and testing
- Maintain analytical systems, verify the accuracy of the data, and act as liaison with business
- Maintain security and integrity controls
- Perform data analysis/testing of the results of data migration scripts and stored procedures to verify and validate successful migration from a legacy database to a new Oracle 11g database
- Security Clearance Requirement:
Active TS/SCI or Top Secret clearance. Must be able to obtain SCI access after hire. - Required Experience:
8+ years of experience in database and data management - Experience with:
- Oracle 18c or higher including Oracle RAC
- Strong Oracle SQL, PL/SQL, and query performance tuning
- Strong front end scripting experience, Java Script
- Strong HTML, CSS, AJAX, and JSON experience
- Experience with Law Enforcement Data (major plus)
- Experience with Linux based systems hosting Oracle engines
- Experience in a fast‑paced environment with a proven engineering, development, deployment, and maintenance of business‑critical systems — including hands‑on solutions development and implementation experience
- Ability to translate technical issues into understandable business language for end users
- Ability to establish and document new standards for quality, performance, or productivity
- Certification Requirement:
CompTIA Security+ CE (Current DoD 8570 – IAT Level II) - Education:
BS degree. Additional 4 years of experience may be considered in lieu of degree - Work Location:
Hybrid – 3 days onsite in Quantico VA and 2 days remote - US Citizenship required

Oracle PL/SQL, RDBMS modeling, Data Integrity, SQL Developer/TOAD - OS – Red Hat Enterprise Linux 7/8

The likely salary range for this position is $142,792 – $189,750. Salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
