The Telecommunications Engineer Specialist (VOIP) provides Tier III engineering support for the design, implementation, operation, and sustainment of secure Voice over IP (VOIP) and Unified Communications (UC) systems for the DoD OIG. The incumbent ensures highly available, secure, and compliant voice and collaboration services across classified and unclassified environments, directly supporting the OIG's oversight, audit, investigation, and evaluation missions
Job Duties and Responsibilities Core Engineering- Design, deploy, configure, and maintain enterprise VoIP and Unified Communications systems within the DISA EVVS framework.
- Provide Tier III engineering and troubleshooting support for voice, video, and collaboration services across the DoD OIG enterprise.
- Integrate VOIP systems with DoD networks, gateways, SBCs, CUCM call managers, Expressway/CUBE SIP trunks, and collaboration platforms.
- Support classified and unclassified environments, including NIPRNet, SIPRNet, and JWICS, as mission requirements dictate.
- Perform system monitoring, performance tuning, capacity planning, software upgrades, and lifecycle refreshes.
- Implement and maintain cybersecurity controls in accordance with DISA STIGs, including the Voice Video over IP (VVoIP) and Cisco UCM STIGs, as mandatory ATO maintenance requirements.
- Apply DoD Risk Management Framework (RMF) controls per DoDI 8510.01; contribute to system security plans (SSPs), security assessment reports (SARs), and Plans of Action and Milestones (POA&Ms).
- Implement Zero Trust principles for voice infrastructure in accordance with the DoD Zero Trust Strategy (2022) and the DoD Zero Trust Reference Architecture.
- Integrate VOIP systems with DoD SIEM platforms (e.g., Splunk) to support CDM program requirements, including call record logging, authentication event monitoring, and toll fraud detection.
- Ensure compliance with Section 508 accessibility requirements (ICT Standards and WCAG 2.1) across all UC deployments and upgrades; conduct VPAT reviews for new platform components.
- Support IPv6 readiness across VOIP infrastructure in accordance with OMB Memo M-21-07 and DoD IPv6 implementation roadmap requirements.
- Administer Cisco Emergency Responder (CER) to ensure compliance with Kari's Law (2018) and the RAY BAUM'S Act requirements for direct 911 dialing and dispatchable location routing across all DoD OIG facilities.
- Support incident response, continuity of operations (COOP), and disaster recovery planning and execution for voice services.
- Develop and maintain technical documentation, network diagrams, SOPs, configuration baselines, and as-built records for all VoIP and UC systems.
- Coordinate with DISA, the DoD CIO, OIG mission stakeholders, and UC platform vendors to plan and implement system changes, upgrades, and service requests.
- Participate in change, incident, and problem management processes consistent with ITIL service management practices.
- Bachelor's degree in Telecommunications, Engineering, Computer Science, or a related field, or an equivalent combination of education and professional experience.
- At a minimum of 5 years of hands‑on experience supporting enterprise VOIP or Unified Communications systems, with demonstrated Tier III engineering capability.
- Proficiency with Cisco CUCM, including dial plan design, call routing, Class of Service (CoS), SIP trunk configuration, and integration with Unity Connection and Expressway/CUBE.
- Working knowledge of IP telephony protocols: SIP, H.323, MGCP, RTP/SRTP, and SCCP, along with associated QoS mechanisms (DSCP marking, queuing, and policing).
- Experience with DoD or federal IT environments, and familiarity with DoD network architecture (NIPRNet, SIPRNet) and operational security requirements.
- Ability to obtain and maintain a DoD security clearance at the Secret level; TS/SCI eligibility is required for personnel supporting the JWICS voice infrastructure.
- DoD 8140/8570‑compliant baseline certification at IAT Level II or higher:
